全國生態(tai)(tai)環境(jing)保護大(da)會(hui)于5月18日~19日在北京召開。這是(shi)在社(she)(she)會(hui)主義(yi)建設(she)(she)新(xin)時(shi)代、我國社(she)(she)會(hui)主要(yao)矛(mao)盾新(xin)變化、組建生態(tai)(tai)環境(jing)部新(xin)機構、全面建成小康社(she)(she)會(hui)堅(jian)決打好污染防治攻堅(jian)戰新(xin)任務(wu)、建設(she)(she)富強民主文明(ming)(ming)和諧(xie)美麗社(she)(she)會(hui)主義(yi)現代化強國新(xin)目標背(bei)景下,具有歷(li)史(shi)性里程(cheng)碑意義(yi)的全國生態(tai)(tai)環境(jing)保護大(da)會(hui)。大(da)會(hui)發出了新(xin)時(shi)代推進生態(tai)(tai)文明(ming)(ming)建設(she)(she)的最強音:習近平生態(tai)(tai)文明(ming)(ming)思(si)想(xiang)是(shi)確(que)保黨(dang)和國家生態(tai)(tai)文明(ming)(ming)建設(she)(she)事(shi)業發展的強大(da)思(si)想(xiang)武器、根本(ben)遵循和行動指(zhi)南。
一、習近平生態文明思想體現出黨的執政理念和執政方式的重大戰略創新 習近(jin)平總書記指(zhi)出:“生(sheng)態文(wen)明建(jian)(jian)設是關系中(zhong)華(hua)民(min)族永續發(fa)展的根本大計。”這是關于(yu)生(sheng)態文(wen)明建(jian)(jian)設歷(li)史(shi)地位(wei)、戰略地位(wei)新的宣示,推動全社(she)會在生(sheng)態文(wen)明建(jian)(jian)設戰略地位(wei)的基本認知上(shang)發(fa)生(sheng)根本性、歷(li)史(shi)性、民(min)族性和(he)全局性的變(bian)化(hua)。 黨(dang)的(de)(de)(de)十(shi)八大以來,習(xi)近(jin)平總書(shu)(shu)記(ji)就生態(tai)(tai)文明(ming)建(jian)(jian)設的(de)(de)(de)戰(zhan)略地(di)位做出了一(yi)(yi)系列重(zhong)(zhong)要(yao)(yao)論述。2013年(nian)7月(yue)(yue),習(xi)近(jin)平總書(shu)(shu)記(ji)在(zai)致生態(tai)(tai)文明(ming)貴陽國(guo)際(ji)論壇年(nian)會的(de)(de)(de)賀信中(zhong)(zhong)指(zhi)出:“走向生態(tai)(tai)文明(ming)新(xin)時代(dai),建(jian)(jian)設美麗中(zhong)(zhong)國(guo),是實現中(zhong)(zhong)華(hua)民族偉(wei)大復興的(de)(de)(de)中(zhong)(zhong)國(guo)夢(meng)的(de)(de)(de)重(zhong)(zhong)要(yao)(yao)內(nei)容。”2016年(nian)12月(yue)(yue),習(xi)近(jin)平總書(shu)(shu)記(ji)對在(zai)浙江湖(hu)州召開的(de)(de)(de)全(quan)國(guo)生態(tai)(tai)文明(ming)建(jian)(jian)設工作推進會作出重(zhong)(zhong)要(yao)(yao)指(zhi)示強調(diao):“生態(tai)(tai)文明(ming)建(jian)(jian)設是‘五位一(yi)(yi)體’總體布局和‘四個全(quan)面(mian)’戰(zhan)略布局的(de)(de)(de)重(zhong)(zhong)要(yao)(yao)內(nei)容。”2017年(nian)10月(yue)(yue),習(xi)近(jin)平總書(shu)(shu)記(ji)在(zai)黨(dang)的(de)(de)(de)十(shi)九(jiu)大報告(gao)中(zhong)(zhong)指(zhi)出:“建(jian)(jian)設生態(tai)(tai)文明(ming)是中(zhong)(zhong)華(hua)民族永續發展(zhan)的(de)(de)(de)千年(nian)大計。” 誠(cheng)然,保護(hu)生態環境已成為全球共識,但(dan)把生態文(wen)明建設以(yi)如此之高的(de)歷史地(di)位(wei)和戰略地(di)位(wei),確立為一個執(zhi)(zhi)(zhi)政(zheng)黨的(de)行動綱領,是中(zhong)(zhong)國共產黨執(zhi)(zhi)(zhi)政(zheng)方式的(de)鮮明特色。生態文(wen)明建設在社會主義建設事業中(zhong)(zhong)的(de)地(di)位(wei)發生了根本性和歷史性的(de)變(bian)化,中(zhong)(zhong)國共產黨的(de)執(zhi)(zhi)(zhi)政(zheng)理念和執(zhi)(zhi)(zhi)政(zheng)方式已經(jing)進入(ru)新(xin)的(de)理論和實踐(jian)境界。 二、習近平生態文明思想首次提出“生態文明體系”,勾勒和繪就了美麗中國總藍圖 習近平總書記首次(ci)提(ti)出要加(jia)快(kuai)構建(jian)生(sheng)態(tai)(tai)(tai)(tai)文(wen)明體系,即以(yi)生(sheng)態(tai)(tai)(tai)(tai)價值觀念為(wei)(wei)(wei)準(zhun)則的(de)生(sheng)態(tai)(tai)(tai)(tai)文(wen)化(hua)體系,以(yi)產業生(sheng)態(tai)(tai)(tai)(tai)化(hua)和(he)(he)生(sheng)態(tai)(tai)(tai)(tai)產業化(hua)為(wei)(wei)(wei)主(zhu)體的(de)生(sheng)態(tai)(tai)(tai)(tai)經濟體系,以(yi)改善生(sheng)態(tai)(tai)(tai)(tai)環境(jing)質量為(wei)(wei)(wei)核心的(de)目(mu)標責任(ren)體系,以(yi)治理(li)體系和(he)(he)治理(li)能力現代化(hua)為(wei)(wei)(wei)保障(zhang)的(de)生(sheng)態(tai)(tai)(tai)(tai)文(wen)明制度體系,以(yi)生(sheng)態(tai)(tai)(tai)(tai)系統(tong)良性(xing)循(xun)環和(he)(he)環境(jing)風險(xian)有效防控為(wei)(wei)(wei)重點的(de)生(sheng)態(tai)(tai)(tai)(tai)安全體系。 社會主義生態(tai)(tai)文明建(jian)設(she)(she)由(you)思潮走向偉大(da)實(shi)踐,由(you)基(ji)本理念走向“五位一體”總體布(bu)局和“四(si)個全面(mian)”戰略(lve)布(bu)局,意義非(fei)常(chang)重大(da)。但是(shi)仍然需要(yao)看到,作(zuo)為工業文明發展到更高階段新的(de)(de)文明形(xing)態(tai)(tai),當(dang)其(qi)以生態(tai)(tai)社會全面(mian)轉型(xing)的(de)(de)形(xing)態(tai)(tai)出(chu)現,當(dang)其(qi)承擔美麗中國(guo)(guo)建(jian)設(she)(she)的(de)(de)歷史重任(ren),作(zuo)為社會形(xing)態(tai)(tai)全面(mian)構成要(yao)素的(de)(de)經(jing)濟基(ji)礎、產(chan)業基(ji)礎、國(guo)(guo)家(jia)治理、制(zhi)度建(jian)設(she)(she)、社會面(mian)貌、文化形(xing)態(tai)(tai),表(biao)現怎樣、如何轉型(xing)、以何種方式轉型(xing),這都是(shi)需要(yao)不斷探索和完善(shan)的(de)(de)重大(da)理論和實(shi)踐課題。 第三,生(sheng)(sheng)態(tai)文化(hua)建(jian)設是靈魂(hun),為生(sheng)(sheng)態(tai)文明社會建(jian)設提供思(si)想(xiang)保證、精神動力和智力支持。習近平(ping)總書記反復強調:“中(zhong)華文明傳承五(wu)千多年,積淀了豐富的(de)生(sheng)(sheng)態(tai)智慧(hui)”,要“像保護(hu)眼(yan)睛一樣保護(hu)生(sheng)(sheng)態(tai)環(huan)境,像對待(dai)生(sheng)(sheng)命一樣對待(dai)生(sheng)(sheng)態(tai)環(huan)境”、要“集中(zhong)力量(liang)優先解決好(hao)細(xi)顆粒物、飲用水、土壤、重(zhong)金屬、化(hua)學品等(deng)損(sun)害(hai)群(qun)眾(zhong)健(jian)康(kang)的(de)突出(chu)環(huan)境問題(ti)”。 第(di)四(si),生(sheng)態目標責任(ren)體系和生(sheng)態安全(quan)體系是生(sheng)態文(wen)明社(she)會建(jian)設的責任(ren)、動力和載體,是底(di)線、上(shang)限和紅(hong)線。要(yao)從生(sheng)態環境(jing)(jing)安全(quan)是國家安全(quan)重(zhong)要(yao)組(zu)成(cheng)部(bu)分(fen),是經濟社(she)會持(chi)續健(jian)康發展重(zhong)要(yao)保(bao)(bao)障的戰(zhan)(zhan)略高度,設定(ding)并(bing)嚴守(shou)資源消耗上(shang)限、環境(jing)(jing)質量底(di)線、生(sheng)態保(bao)(bao)護紅(hong)線,堅決(jue)打贏藍天(tian)保(bao)(bao)衛(wei)戰(zhan)(zhan)、深入實施水污(wu)染防治行動計劃(hua)、全(quan)面落(luo)實土壤污(wu)染防治行動計劃(hua),以(yi)空氣、水和土壤三大戰(zhan)(zhan)役為目標責任(ren),確(que)保(bao)(bao)全(quan)面建(jian)成(cheng)小康社(she)會、打好(hao)污(wu)染防治攻堅戰(zhan)(zhan)。 三、習近平生態文明思想是科學完整的理論體系,為新時代生態文明建設擬定了基本原則 習(xi)近(jin)平(ping)總(zong)書記在全(quan)國生(sheng)(sheng)態(tai)環境保(bao)護(hu)大(da)會上指出,新時代(dai)推進生(sheng)(sheng)態(tai)文(wen)(wen)明建(jian)設(she),必(bi)須堅(jian)持(chi)好若干基本(ben)原則,始終堅(jian)持(chi)和(he)恪(ke)守人與(yu)自(zi)然和(he)諧共(gong)生(sheng)(sheng)、綠水(shui)青山(shan)(shan)就是金山(shan)(shan)銀(yin)山(shan)(shan)、良(liang)好生(sheng)(sheng)態(tai)環境是最普惠(hui)的(de)民生(sheng)(sheng)福祉、山(shan)(shan)水(shui)林田(tian)湖草是生(sheng)(sheng)命(ming)共(gong)同體、用(yong)最嚴(yan)格制度(du)最嚴(yan)密法治保(bao)護(hu)生(sheng)(sheng)態(tai)環境、共(gong)謀全(quan)球生(sheng)(sheng)態(tai)文(wen)(wen)明建(jian)設(she)等。綜觀這些基本(ben)原則,無不與(yu)黨(dang)的(de)十八大(da)以來習(xi)近(jin)平(ping)總(zong)書記關于生(sheng)(sheng)態(tai)文(wen)(wen)明建(jian)設(she)的(de)全(quan)部論述、科學論斷及(ji)其思想(xiang)內涵、內在邏(luo)輯相(xiang)一致。 生態文(wen)(wen)明(ming)遵循自(zi)然(ran)辯(bian)證(zheng)法:綠水青(qing)(qing)(qing)山(shan)就(jiu)是(shi)金山(shan)銀山(shan)。自(zi)然(ran)辯(bian)證(zheng)法是(shi)馬克思(si)主義(yi)自(zi)然(ran)觀(guan)和自(zi)然(ran)科學觀(guan)的(de)反映。習近(jin)平總書記在紀念馬克思(si)誕(dan)辰200周(zhou)年大會上的(de)重要(yao)(yao)講話指(zhi)出(chu),學習馬克思(si),就(jiu)要(yao)(yao)學習和實踐馬克思(si)主義(yi)關于(yu)人(ren)(ren)與(yu)自(zi)然(ran)關系的(de)思(si)想。在馬克思(si)主義(yi)世界里(li),人(ren)(ren)類和世界的(de)整體歷(li)史(shi)(shi),“可(ke)以(yi)把它劃(hua)分(fen)為(wei)(wei)自(zi)然(ran)史(shi)(shi)和人(ren)(ren)類史(shi)(shi)。但這兩方(fang)面是(shi)不可(ke)分(fen)割的(de);只要(yao)(yao)有(you)人(ren)(ren)存在,自(zi)然(ran)史(shi)(shi)和人(ren)(ren)類史(shi)(shi)就(jiu)彼(bi)此相(xiang)互制約。”習近(jin)平總書記以(yi)其享譽四海的(de)“綠水青(qing)(qing)(qing)山(shan)就(jiu)是(shi)金山(shan)銀山(shan)”科學論(lun)斷(duan),形象而生動地指(zhi)出(chu):“我們既(ji)要(yao)(yao)綠水青(qing)(qing)(qing)山(shan),也要(yao)(yao)金山(shan)銀山(shan)。寧要(yao)(yao)綠水青(qing)(qing)(qing)山(shan),不要(yao)(yao)金山(shan)銀山(shan),而且綠水青(qing)(qing)(qing)山(shan)就(jiu)是(shi)金山(shan)銀山(shan)。”這之所以(yi)能夠(gou)成為(wei)(wei)一(yi)個獨(du)立的(de)命(ming)題并成為(wei)(wei)生態文(wen)(wen)明(ming)建設的(de)自(zi)然(ran)辯(bian)證(zheng)法,是(shi)因(yin)為(wei)(wei)其本(ben)身超越了(le)機械生態中心(xin)主義(yi)、揚棄(qi)了(le)人(ren)(ren)類中心(xin)主義(yi),既(ji)揭示人(ren)(ren)與(yu)自(zi)然(ran)、社(she)會與(yu)自(zi)然(ran)的(de)辯(bian)證(zheng)關系,又(you)蘊涵了(le)人(ren)(ren)類社(she)會發展(zhan)進(jin)程中“金山(shan)銀山(shan)”的(de)“人(ren)(ren)為(wei)(wei)美”、“綠水青(qing)(qing)(qing)山(shan)”的(de)“生態美”和“綠水青(qing)(qing)(qing)山(shan)就(jiu)是(shi)金山(shan)銀山(shan)”的(de)“轉型美”三層要(yao)(yao)素,為(wei)(wei)人(ren)(ren)類走向天(tian)人(ren)(ren)合一(yi)的(de)生態文(wen)(wen)明(ming)社(she)會指(zhi)明(ming)了(le)方(fang)向。 進而言之(zhi),“兩山論”在邏(luo)輯上又是(shi)(shi)既(ji)(ji)獨立(li)又渾然(ran)一體的(de)(de)(de)(de)“三段論”。一,既(ji)(ji)要綠水青(qing)(qing)山,也要金(jin)山銀(yin)山,重(zhong)(zhong)心(xin)在發展。當代中國經濟社會(hui)(hui)發展所取得的(de)(de)(de)(de)舉世矚目(mu)的(de)(de)(de)(de)成(cheng)就,無不昭示發展仍然(ran)是(shi)(shi)社會(hui)(hui)主義(yi)初級階段的(de)(de)(de)(de)核心(xin)任務、立(li)足(zu)點和實(shi)現社會(hui)(hui)主義(yi)現代化的(de)(de)(de)(de)前提。二(er),寧要綠水青(qing)(qing)山,不要金(jin)山銀(yin)山,重(zhong)(zhong)心(xin)在保護(hu)。誠如習近平(ping)總書(shu)記所指出,“對人的(de)(de)(de)(de)生(sheng)存來(lai)說(shuo),金(jin)山銀(yin)山固然(ran)重(zhong)(zhong)要,但綠水青(qing)(qing)山是(shi)(shi)人民(min)幸福生(sheng)活(huo)的(de)(de)(de)(de)重(zhong)(zhong)要內容,是(shi)(shi)金(jin)錢不能(neng)代替的(de)(de)(de)(de)。”“生(sheng)態環境是(shi)(shi)關系黨的(de)(de)(de)(de)使命宗旨的(de)(de)(de)(de)重(zhong)(zhong)大政治問(wen)題,也是(shi)(shi)關系民(min)生(sheng)的(de)(de)(de)(de)重(zhong)(zhong)大社會(hui)(hui)問(wen)題。”三,綠水青(qing)(qing)山就是(shi)(shi)金(jin)山銀(yin)山,重(zhong)(zhong)心(xin)在統籌。我們熱烈地(di)期(qi)盼生(sheng)態文明社會(hui)(hui)的(de)(de)(de)(de)到來(lai),彼時(shi),人同自(zi)然(ran)界(jie)是(shi)(shi)完成(cheng)了的(de)(de)(de)(de)本質(zhi)的(de)(de)(de)(de)統一,人類實(shi)現了自(zi)然(ran)主義(yi),自(zi)然(ran)界(jie)實(shi)現了人道主義(yi)。 六、習近平生態文明思想是全球視野、全球眼光、胸懷人類命運共同體的開放體系,體現出強烈的大國擔當 習近平總書記指出:“要實施積極應對氣(qi)候(hou)變(bian)化(hua)國家戰(zhan)略,推(tui)動(dong)(dong)和引導建立公平合(he)(he)理、合(he)(he)作共(gong)贏(ying)的全球(qiu)(qiu)氣(qi)候(hou)治理體(ti)系,彰(zhang)顯(xian)我國負責任(ren)大國形象,推(tui)動(dong)(dong)構建人類(lei)命(ming)運(yun)共(gong)同體(ti)。”黨(dang)的十八以來(lai),“命(ming)運(yun)共(gong)同體(ti)”思(si)想(xiang)已經成(cheng)為習近平總書記以全球(qiu)(qiu)視(shi)野、全球(qiu)(qiu)眼光(guang)、人類(lei)胸懷(huai)積極推(tui)動(dong)(dong)治國理政更高視(shi)野、更廣時空的全球(qiu)(qiu)性理念,生態文(wen)明也不例外。 黨的(de)(de)(de)十九大,習(xi)近平總書記向中(zhong)(zhong)國(guo)和(he)世界(jie)(jie)發(fa)(fa)出了中(zhong)(zhong)國(guo)作“全球生態文(wen)(wen)明(ming)建(jian)(jian)(jian)設(she)的(de)(de)(de)重要(yao)(yao)參(can)與者、貢獻者、引領者”的(de)(de)(de)感召。可以說,作為占世界(jie)(jie)總人口1/5、GDP占世界(jie)(jie)經濟比重穩居世界(jie)(jie)第二(er)的(de)(de)(de)發(fa)(fa)展中(zhong)(zhong)大國(guo),中(zhong)(zhong)國(guo)搞好(hao)生態文(wen)(wen)明(ming)建(jian)(jian)(jian)設(she),本(ben)身就是(shi)對全球生態文(wen)(wen)明(ming)建(jian)(jian)(jian)設(she)的(de)(de)(de)引領和(he)示范。另一方面,習(xi)近平生態文(wen)(wen)明(ming)思想(xiang)所要(yao)(yao)揭示的(de)(de)(de)是(shi)工業文(wen)(wen)明(ming)社會(hui)發(fa)(fa)展到一定階(jie)段后人類社會(hui)走向“生態文(wen)(wen)明(ming)”社會(hui)的(de)(de)(de)特殊運行規律。這正是(shi)習(xi)近平思想(xiang)對當(dang)代中(zhong)(zhong)國(guo)和(he)世界(jie)(jie)生態文(wen)(wen)明(ming)建(jian)(jian)(jian)設(she)貢獻的(de)(de)(de)獨特之處,不僅(jin)社會(hui)主(zhu)義要(yao)(yao)建(jian)(jian)(jian)設(she)生態文(wen)(wen)明(ming),資本(ben)主(zhu)義也(ye)要(yao)(yao)建(jian)(jian)(jian)設(she)生態文(wen)(wen)明(ming)。 從(cong)綠色(se)世界治理格局看,2008年(nian)全(quan)球(qiu)(qiu)經(jing)濟危機(ji)后,為(wei)(wei)了促進(jin)全(quan)球(qiu)(qiu)經(jing)濟復蘇(su)和(he)應對氣候(hou)(hou)變化(hua)、能源資源危機(ji)等挑戰,全(quan)球(qiu)(qiu)范圍(wei)特別是主要西(xi)方發(fa)(fa)達國家(jia)(jia)紛紛提出和(he)推行“綠色(se)新政”“綠色(se)經(jing)濟”和(he)“綠色(se)增長(chang)”,并演化(hua)成(cheng)為(wei)(wei)一種新的國際話語(yu)權斗(dou)爭。當代(dai)中(zhong)國生(sheng)(sheng)(sheng)(sheng)態文明建設,越來越成(cheng)為(wei)(wei)與政治、經(jing)濟、民生(sheng)(sheng)(sheng)(sheng)工程和(he)國際治理、全(quan)球(qiu)(qiu)博弈的綜合性(xing)問(wen)題。以遏制氣候(hou)(hou)變暖(nuan)為(wei)(wei)題展(zhan)開的世界各(ge)國“博弈”,不僅直(zhi)接影(ying)響廣大發(fa)(fa)展(zhan)中(zhong)國家(jia)(jia)的現(xian)代(dai)化(hua)進(jin)程,如中(zhong)國實現(xian)中(zhong)華民族偉大復興中(zhong)國夢的歷史(shi)進(jin)程,而(er)且直(zhi)接影(ying)響發(fa)(fa)達國家(jia)(jia)在(zai)全(quan)球(qiu)(qiu)生(sheng)(sheng)(sheng)(sheng)存環境和(he)生(sheng)(sheng)(sheng)(sheng)態資本(ben)再(zai)分配(pei)方面的角逐。我(wo)們(men)要應對全(quan)球(qiu)(qiu)性(xing)重大威脅和(he)挑戰,中(zhong)國要發(fa)(fa)揮與我(wo)們(men)地(di)位相適應的作用,把應對氣候(hou)(hou)變化(hua)納入經(jing)濟社會發(fa)(fa)展(zhan)規劃(hua),強力推進(jin)綠色(se)增長(chang)。 習近(jin)平(ping)生(sheng)(sheng)(sheng)態(tai)文明(ming)(ming)思(si)想,是人(ren)(ren)(ren)類生(sheng)(sheng)(sheng)態(tai)文明(ming)(ming)建(jian)設思(si)想史(shi)上的偉(wei)大(da)革命。無論(lun)其廣度(du)還(huan)(huan)是深(shen)度(du),無論(lun)其國內性還(huan)(huan)是全球性,無論(lun)其民族(zu)性還(huan)(huan)是世界性,都是人(ren)(ren)(ren)類社會(hui)(hui)及其文明(ming)(ming)發(fa)展(zhan)史(shi)上的一次重大(da)理念變革、發(fa)展(zhan)洞(dong)見(jian)和科(ke)學預(yu)見(jian)。它適應走向社會(hui)(hui)主(zhu)(zhu)義生(sheng)(sheng)(sheng)態(tai)文明(ming)(ming)新時代新的歷史(shi)發(fa)展(zhan),向前(qian)發(fa)展(zhan)了(le)(le)馬(ma)(ma)克(ke)思(si)主(zhu)(zhu)義人(ren)(ren)(ren)與自(zi)然關系(xi),為(wei)馬(ma)(ma)克(ke)思(si)主(zhu)(zhu)義補充了(le)(le)面向二十(shi)一世紀(ji)新原(yuan)則;開辟了(le)(le)馬(ma)(ma)克(ke)思(si)主(zhu)(zhu)義人(ren)(ren)(ren)與自(zi)然觀(guan)新的理論(lun)和實踐境界,為(wei)作為(wei)人(ren)(ren)(ren)類社會(hui)(hui)嶄新文明(ming)(ming)形態(tai)的生(sheng)(sheng)(sheng)態(tai)文明(ming)(ming)建(jian)設首次確(que)立了(le)(le)科(ke)學的世界觀(guan)、價(jia)值觀(guan)、實踐論(lun)和方(fang)法論(lun),是標志中(zhong)華民族(zu)偉(wei)大(da)復興(xing)美麗(li)中(zhong)國夢的重要旗幟(zhi),是建(jian)設人(ren)(ren)(ren)類共(gong)有生(sheng)(sheng)(sheng)態(tai)系(xi)統命運共(gong)同體的“中(zhong)國方(fang)案”。
