良好生(sheng)態(tai)環境是實現(xian)中(zhong)(zhong)華民族永續發展的內在要(yao)求,是增進(jin)民生(sheng)福(fu)祉的優先領域。為深入學習貫(guan)徹(che)習近平新時代中(zhong)(zhong)國特色(se)社會主義思想和(he)黨的十九(jiu)大精神,決勝全(quan)面建成小(xiao)康社會,全(quan)面加強生(sheng)態(tai)環境保護,打好污染防(fang)治攻堅戰,提升生(sheng)態(tai)文明,建設美麗中(zhong)(zhong)國,現(xian)提出如下意見。
一、深刻認識生態環境保護面臨的形勢
黨(dang)的(de)十八大以來(lai),以習(xi)近平同志為(wei)核心的(de)黨(dang)中(zhong)(zhong)央把生(sheng)(sheng)態(tai)(tai)文明(ming)建設(she)作為(wei)統籌(chou)推進(jin)“五位一體”總體布局和協調推進(jin)“四個全面(mian)(mian)”戰略(lve)布局的(de)重(zhong)要(yao)內容,謀劃開展了一系(xi)列根本性、長(chang)遠性、開創性工作,推動(dong)生(sheng)(sheng)態(tai)(tai)文明(ming)建設(she)和生(sheng)(sheng)態(tai)(tai)環境保護從實(shi)踐到認(ren)識發生(sheng)(sheng)了歷史性、轉(zhuan)折性、全局性變化。各地區各部(bu)門認(ren)真貫徹落實(shi)黨(dang)中(zhong)(zhong)央、國(guo)務院決(jue)策部(bu)署(shu),生(sheng)(sheng)態(tai)(tai)文明(ming)建設(she)和生(sheng)(sheng)態(tai)(tai)環境保護制度體系(xi)加快形成(cheng),全面(mian)(mian)節約資(zi)源(yuan)有效(xiao)推進(jin),大氣、水、土壤污染防治行動(dong)計劃深入實(shi)施(shi),生(sheng)(sheng)態(tai)(tai)系(xi)統保護和修復重(zhong)大工程進(jin)展順利(li),核與輻射安全得到有效(xiao)保障,生(sheng)(sheng)態(tai)(tai)文明(ming)建設(she)成(cheng)效(xiao)顯著,美麗(li)中(zhong)(zhong)國(guo)建設(she)邁出重(zhong)要(yao)步伐,我(wo)國(guo)成(cheng)為(wei)全球生(sheng)(sheng)態(tai)(tai)文明(ming)建設(she)的(de)重(zhong)要(yao)參與者(zhe)、貢獻者(zhe)、引(yin)領者(zhe)。
同(tong)時(shi),我國生(sheng)(sheng)(sheng)態(tai)文明建設和(he)(he)生(sheng)(sheng)(sheng)態(tai)環(huan)境(jing)(jing)(jing)保(bao)護面(mian)(mian)臨(lin)不(bu)少困難(nan)和(he)(he)挑(tiao)戰,存在(zai)許多不(bu)足。一些地方和(he)(he)部(bu)門對生(sheng)(sheng)(sheng)態(tai)環(huan)境(jing)(jing)(jing)保(bao)護認識不(bu)到位,責任落實不(bu)到位;經濟社(she)會(hui)發展同(tong)生(sheng)(sheng)(sheng)態(tai)環(huan)境(jing)(jing)(jing)保(bao)護的(de)矛盾仍然突出,資源環(huan)境(jing)(jing)(jing)承載(zai)能力(li)已經達(da)到或接近上限(xian);城鄉(xiang)區域統籌不(bu)夠,新(xin)老環(huan)境(jing)(jing)(jing)問(wen)題(ti)交織,區域性(xing)、布局性(xing)、結構性(xing)環(huan)境(jing)(jing)(jing)風(feng)險凸顯(xian),重(zhong)污(wu)染天氣、黑臭水體、垃圾(ji)圍城、生(sheng)(sheng)(sheng)態(tai)破(po)壞(huai)等問(wen)題(ti)時(shi)有(you)發生(sheng)(sheng)(sheng)。這些問(wen)題(ti),成(cheng)為(wei)重(zhong)要的(de)民生(sheng)(sheng)(sheng)之患、民心之痛,成(cheng)為(wei)經濟社(she)會(hui)可持續發展的(de)瓶頸制約,成(cheng)為(wei)全面(mian)(mian)建成(cheng)小康社(she)會(hui)的(de)明顯(xian)短板(ban)。
進(jin)入(ru)(ru)新時代,解決(jue)人民日益增長的(de)(de)(de)美好(hao)生(sheng)活(huo)需要和不平衡(heng)不充(chong)分的(de)(de)(de)發展之間(jian)的(de)(de)(de)矛盾(dun)對(dui)生(sheng)態(tai)環(huan)(huan)境保護提出(chu)許多(duo)新要求(qiu)。當前(qian),生(sheng)態(tai)文明建(jian)設正處于壓力疊加(jia)(jia)、負重前(qian)行的(de)(de)(de)關鍵期(qi),已進(jin)入(ru)(ru)提供(gong)更多(duo)優(you)質生(sheng)態(tai)產品以滿足人民日益增長的(de)(de)(de)優(you)美生(sheng)態(tai)環(huan)(huan)境需要的(de)(de)(de)攻(gong)堅(jian)(jian)期(qi),也到了(le)有(you)條件有(you)能力解決(jue)突出(chu)生(sheng)態(tai)環(huan)(huan)境問題的(de)(de)(de)窗(chuang)口期(qi)。必須加(jia)(jia)大(da)力度、加(jia)(jia)快(kuai)治理、加(jia)(jia)緊(jin)攻(gong)堅(jian)(jian),打好(hao)標志性的(de)(de)(de)重大(da)戰役,為人民創造(zao)良好(hao)生(sheng)產生(sheng)活(huo)環(huan)(huan)境。
二、深入貫徹習近平生態文明思想
習近平總書(shu)記傳承中華(hua)民(min)族傳統(tong)文(wen)化、順(shun)應(ying)時代潮流和人民(min)意愿,站(zhan)在堅持和發展中國(guo)特(te)色社會主義、實現中華(hua)民(min)族偉大復興中國(guo)夢的(de)戰略高度,深刻回答了(le)為什(shen)(shen)么建(jian)設生(sheng)態(tai)文(wen)明、建(jian)設什(shen)(shen)么樣的(de)生(sheng)態(tai)文(wen)明、怎(zen)樣建(jian)設生(sheng)態(tai)文(wen)明等(deng)重大理論(lun)和實踐問題,系統(tong)形(xing)成了(le)習近平生(sheng)態(tai)文(wen)明思想,有力(li)指導生(sheng)態(tai)文(wen)明建(jian)設和生(sheng)態(tai)環境(jing)保(bao)護取得歷史性成就、發生(sheng)歷史性變革。
堅持生態興則(ze)文(wen)明(ming)(ming)興。建設(she)生態文(wen)明(ming)(ming)是關(guan)系中華民(min)族(zu)永續發展的根本大計,功在當代(dai)、利在千秋,關(guan)系人民(min)福祉,關(guan)乎民(min)族(zu)未來。
堅持人與自(zi)然(ran)(ran)和(he)諧共生。保(bao)護(hu)自(zi)然(ran)(ran)就(jiu)是保(bao)護(hu)人類,建設(she)生態文明就(jiu)是造(zao)福人類。必須尊(zun)重自(zi)然(ran)(ran)、順應自(zi)然(ran)(ran)、保(bao)護(hu)自(zi)然(ran)(ran),像保(bao)護(hu)眼睛一樣保(bao)護(hu)生態環境,像對待生命一樣對待生態環境,推動形成人與自(zi)然(ran)(ran)和(he)諧發展現代化建設(she)新格(ge)局,還自(zi)然(ran)(ran)以(yi)寧靜、和(he)諧、美麗(li)。
堅(jian)持綠(lv)水青山(shan)就是(shi)金山(shan)銀山(shan)。綠(lv)水青山(shan)既是(shi)自(zi)然(ran)財富、生(sheng)(sheng)態(tai)財富,又是(shi)社會財富、經濟財富。保護生(sheng)(sheng)態(tai)環(huan)境就是(shi)保護生(sheng)(sheng)產力(li)(li),改善生(sheng)(sheng)態(tai)環(huan)境就是(shi)發(fa)展(zhan)(zhan)(zhan)生(sheng)(sheng)產力(li)(li)。必(bi)須堅(jian)持和(he)貫徹綠(lv)色(se)發(fa)展(zhan)(zhan)(zhan)理(li)念,平(ping)衡和(he)處(chu)理(li)好發(fa)展(zhan)(zhan)(zhan)與保護的關系,推動形成綠(lv)色(se)發(fa)展(zhan)(zhan)(zhan)方(fang)式和(he)生(sheng)(sheng)活(huo)方(fang)式,堅(jian)定不移走生(sheng)(sheng)產發(fa)展(zhan)(zhan)(zhan)、生(sheng)(sheng)活(huo)富裕、生(sheng)(sheng)態(tai)良好的文明(ming)發(fa)展(zhan)(zhan)(zhan)道(dao)路。
堅(jian)持良好(hao)生(sheng)態環(huan)境是(shi)(shi)最普(pu)惠的民生(sheng)福祉。生(sheng)態文明建設(she)同每個(ge)人息息相關。環(huan)境就是(shi)(shi)民生(sheng),青山就是(shi)(shi)美麗,藍天也是(shi)(shi)幸福。必須堅(jian)持以人民為中心,重點解決損害群(qun)眾健康的突出(chu)環(huan)境問題(ti),提(ti)供更多優(you)質生(sheng)態產品。
堅(jian)持山水林田湖草是生命共(gong)同體。生態(tai)(tai)環(huan)境(jing)是統一的(de)有機整體。必須(xu)按照系統工程的(de)思(si)路(lu),構建生態(tai)(tai)環(huan)境(jing)治理(li)體系,著力擴大環(huan)境(jing)容(rong)量(liang)和(he)生態(tai)(tai)空間,全方位、全地域、全過程開展生態(tai)(tai)環(huan)境(jing)保護。
堅持用最嚴(yan)(yan)格制度(du)最嚴(yan)(yan)密法治保護生(sheng)態(tai)環(huan)境。保護生(sheng)態(tai)環(huan)境必須依靠制度(du)、依靠法治。必須構建產(chan)權(quan)清晰、多元參與、激勵約束并(bing)重、系統完(wan)整的生(sheng)態(tai)文(wen)明(ming)制度(du)體系,讓制度(du)成為剛(gang)性約束和不可觸(chu)碰(peng)的高壓線(xian)。
堅持建(jian)設(she)美麗(li)中(zhong)國(guo)全(quan)民行(xing)動。美麗(li)中(zhong)國(guo)是(shi)人民群(qun)眾(zhong)共同參與共同建(jian)設(she)共同享有的事業。必須加強生態文(wen)明宣傳教育,牢(lao)固樹立生態文(wen)明價(jia)值觀(guan)念(nian)和行(xing)為準則,把建(jian)設(she)美麗(li)中(zhong)國(guo)化為全(quan)民自覺行(xing)動。
堅持(chi)共(gong)謀全球生態文明建設(she)。生態文明建設(she)是構建人類(lei)命運共(gong)同(tong)體(ti)(ti)的重(zhong)要內容。必須同(tong)舟共(gong)濟、共(gong)同(tong)努力,構筑尊崇自然、綠(lv)色(se)發展(zhan)的生態體(ti)(ti)系,推動全球生態環境治理,建設(she)清潔美麗世界。
習近平生(sheng)態(tai)文明思想為(wei)推(tui)進(jin)美麗中國建設、實現(xian)人與自然和諧共生(sheng)的現(xian)代化提(ti)供了方向(xiang)指(zhi)引和根本(ben)遵(zun)循(xun),必須用以武裝頭(tou)腦、指(zhi)導實踐、推(tui)動(dong)工作(zuo)。要教育廣大干部(bu)增強“四個意(yi)識”,樹立正確政績觀,把生(sheng)態(tai)文明建設重大部(bu)署和重要任務落到實處,讓良(liang)好生(sheng)態(tai)環境成為(wei)人民幸福(fu)生(sheng)活的增長點(dian)、成為(wei)經濟社會持續健康發展的支撐(cheng)點(dian)、成為(wei)展現(xian)我國良(liang)好形象的發力(li)點(dian)。
三、全面加強黨對生態環境保護的領導
加(jia)強生態(tai)環(huan)境保(bao)護(hu)、堅(jian)決打好污染防(fang)治(zhi)攻堅(jian)戰是(shi)黨(dang)和(he)國家(jia)的(de)重大(da)決策部署,各(ge)級黨(dang)委和(he)政府要強化(hua)對生態(tai)文(wen)明建(jian)設(she)和(he)生態(tai)環(huan)境保(bao)護(hu)的(de)總體設(she)計和(he)組織領導,統籌(chou)協調(diao)處(chu)理(li)重大(da)問題,指導、推動、督促各(ge)地區各(ge)部門落實黨(dang)中央、國務(wu)院重大(da)政策措(cuo)施。
(一(yi))落實黨政(zheng)(zheng)主(zhu)體責(ze)(ze)(ze)(ze)(ze)任(ren)(ren)。落實領(ling)導(dao)干部(bu)生(sheng)(sheng)態(tai)文明(ming)建(jian)設責(ze)(ze)(ze)(ze)(ze)任(ren)(ren)制(zhi),嚴格實行(xing)黨政(zheng)(zheng)同責(ze)(ze)(ze)(ze)(ze)、一(yi)崗雙責(ze)(ze)(ze)(ze)(ze)。地方各級黨委和政(zheng)(zheng)府必須堅(jian)決扛(kang)起生(sheng)(sheng)態(tai)文明(ming)建(jian)設和生(sheng)(sheng)態(tai)環境(jing)(jing)保(bao)護(hu)(hu)的(de)(de)政(zheng)(zheng)治責(ze)(ze)(ze)(ze)(ze)任(ren)(ren),對本行(xing)政(zheng)(zheng)區域(yu)的(de)(de)生(sheng)(sheng)態(tai)環境(jing)(jing)保(bao)護(hu)(hu)工作及生(sheng)(sheng)態(tai)環境(jing)(jing)質量負(fu)總責(ze)(ze)(ze)(ze)(ze),主(zhu)要負(fu)責(ze)(ze)(ze)(ze)(ze)人是(shi)本行(xing)政(zheng)(zheng)區域(yu)生(sheng)(sheng)態(tai)環境(jing)(jing)保(bao)護(hu)(hu)第一(yi)責(ze)(ze)(ze)(ze)(ze)任(ren)(ren)人,至(zhi)少(shao)每(mei)季度研究一(yi)次生(sheng)(sheng)態(tai)環境(jing)(jing)保(bao)護(hu)(hu)工作,其他有關(guan)(guan)領(ling)導(dao)成員在職責(ze)(ze)(ze)(ze)(ze)范圍內承(cheng)擔相應(ying)責(ze)(ze)(ze)(ze)(ze)任(ren)(ren)。各地要制(zhi)定責(ze)(ze)(ze)(ze)(ze)任(ren)(ren)清單,把任(ren)(ren)務分解落實到有關(guan)(guan)部(bu)門。抓緊出臺(tai)中央(yang)和國家機關(guan)(guan)相關(guan)(guan)部(bu)門生(sheng)(sheng)態(tai)環境(jing)(jing)保(bao)護(hu)(hu)責(ze)(ze)(ze)(ze)(ze)任(ren)(ren)清單。各相關(guan)(guan)部(bu)門要履行(xing)好生(sheng)(sheng)態(tai)環境(jing)(jing)保(bao)護(hu)(hu)職責(ze)(ze)(ze)(ze)(ze),制(zhi)定生(sheng)(sheng)態(tai)環境(jing)(jing)保(bao)護(hu)(hu)年度工作計劃和措(cuo)施。各地區各部(bu)門落實情況每(mei)年向(xiang)黨中央(yang)、國務院(yuan)報(bao)告。
健全(quan)環(huan)境(jing)保(bao)(bao)護(hu)督(du)(du)(du)察機(ji)(ji)制。完善(shan)中(zhong)央和(he)省(sheng)級環(huan)境(jing)保(bao)(bao)護(hu)督(du)(du)(du)察體(ti)系(xi),制定環(huan)境(jing)保(bao)(bao)護(hu)督(du)(du)(du)察工作規定,以解決突出生(sheng)態環(huan)境(jing)問題、改善(shan)生(sheng)態環(huan)境(jing)質量、推(tui)動(dong)(dong)高質量發(fa)展(zhan)(zhan)為重點(dian),夯實(shi)生(sheng)態文明建設和(he)生(sheng)態環(huan)境(jing)保(bao)(bao)護(hu)政治責任,推(tui)動(dong)(dong)環(huan)境(jing)保(bao)(bao)護(hu)督(du)(du)(du)察向縱(zong)深發(fa)展(zhan)(zhan)。完善(shan)督(du)(du)(du)查、交(jiao)辦、巡查、約談(tan)、專(zhuan)項(xiang)督(du)(du)(du)察機(ji)(ji)制,開展(zhan)(zhan)重點(dian)區域、重點(dian)領域、重點(dian)行業專(zhuan)項(xiang)督(du)(du)(du)察。
(二)強化考核問責。制定對省(自治區、直轄(xia)市)黨委(wei)、人大、政府以(yi)及(ji)中央(yang)和國家(jia)機關有(you)關部門污染防治攻堅戰成效考核辦法(fa),對生態環境保護(hu)立法(fa)執法(fa)情況(kuang)(kuang)、年度工作目標任(ren)務完(wan)成情況(kuang)(kuang)、生態環境質量(liang)狀況(kuang)(kuang)、資(zi)金投(tou)入使用情況(kuang)(kuang)、公眾滿(man)意(yi)程(cheng)度等相關方面(mian)開(kai)展(zhan)考核。各地參照制定考核實施細(xi)則。開(kai)展(zhan)領(ling)導干部自然資(zi)源資(zi)產離任(ren)審計。考核結果作為領(ling)導班子和領(ling)導干部綜合考核評價、獎懲任(ren)免的重要依據。
嚴(yan)格(ge)責任(ren)追究。對(dui)(dui)省(自(zi)治區、直轄市)黨委和(he)政(zheng)府以及負(fu)有生(sheng)(sheng)態(tai)環(huan)境(jing)(jing)(jing)保護責任(ren)的(de)中央和(he)國家(jia)機關有關部(bu)門貫徹落(luo)實黨中央、國務(wu)(wu)院決(jue)策部(bu)署不(bu)堅決(jue)不(bu)徹底、生(sheng)(sheng)態(tai)文(wen)明建(jian)(jian)設(she)和(he)生(sheng)(sheng)態(tai)環(huan)境(jing)(jing)(jing)保護責任(ren)制執行不(bu)到位、污染防治攻堅任(ren)務(wu)(wu)完成(cheng)嚴(yan)重滯后、區域生(sheng)(sheng)態(tai)環(huan)境(jing)(jing)(jing)問(wen)題突出(chu)(chu)的(de),約(yue)談(tan)主要(yao)負(fu)責人,同時責成(cheng)其向黨中央、國務(wu)(wu)院作出(chu)(chu)深刻檢查。對(dui)(dui)年度目(mu)(mu)標任(ren)務(wu)(wu)未完成(cheng)、考核不(bu)合(he)格(ge)的(de)市、縣,黨政(zheng)主要(yao)負(fu)責人和(he)相(xiang)關領(ling)導班子成(cheng)員不(bu)得評優評先。對(dui)(dui)在生(sheng)(sheng)態(tai)環(huan)境(jing)(jing)(jing)方面造成(cheng)嚴(yan)重破壞負(fu)有責任(ren)的(de)干部(bu),不(bu)得提拔(ba)使用或者轉任(ren)重要(yao)職(zhi)務(wu)(wu)。對(dui)(dui)不(bu)顧生(sheng)(sheng)態(tai)環(huan)境(jing)(jing)(jing)盲(mang)目(mu)(mu)決(jue)策、違法違規(gui)審批開(kai)發利用規(gui)劃和(he)建(jian)(jian)設(she)項(xiang)目(mu)(mu)的(de),對(dui)(dui)造成(cheng)生(sheng)(sheng)態(tai)環(huan)境(jing)(jing)(jing)質量惡化(hua)、生(sheng)(sheng)態(tai)嚴(yan)重破壞的(de),對(dui)(dui)生(sheng)(sheng)態(tai)環(huan)境(jing)(jing)(jing)事件多發高發、應(ying)對(dui)(dui)不(bu)力、群(qun)眾反映強烈的(de),對(dui)(dui)生(sheng)(sheng)態(tai)環(huan)境(jing)(jing)(jing)保護責任(ren)沒(mei)有落(luo)實、推(tui)諉扯皮、沒(mei)有完成(cheng)工作任(ren)務(wu)(wu)的(de),依紀依法嚴(yan)格(ge)問(wen)責、終身追責。
四、總體目標和基本原則
(一)總(zong)體(ti)目標。到2020年,生態(tai)環(huan)境質量總(zong)體(ti)改善(shan),主(zhu)要污(wu)染物排放總(zong)量大幅減少,環(huan)境風險得(de)到有效管控,生態(tai)環(huan)境保(bao)護(hu)水平(ping)同全面建成小康社會目標相適應。
具體(ti)指標(biao)(biao):全(quan)國細(xi)顆粒(li)物(PM2.5)未達(da)(da)標(biao)(biao)地級及以上城市濃度比(bi)(bi)2015年下降(jiang)18%以上,地級及以上城市空氣質(zhi)(zhi)量優良(liang)天數比(bi)(bi)率(lv)(lv)達(da)(da)到(dao)80%以上;全(quan)國地表水(shui)(shui)Ⅰ-Ⅲ類(lei)水(shui)(shui)體(ti)比(bi)(bi)例達(da)(da)到(dao)70%以上,劣Ⅴ類(lei)水(shui)(shui)體(ti)比(bi)(bi)例控制(zhi)在(zai)5%以內;近(jin)岸(an)海域水(shui)(shui)質(zhi)(zhi)優良(liang)(一、二類(lei))比(bi)(bi)例達(da)(da)到(dao)70%左(zuo)右;二氧化(hua)硫(liu)、氮(dan)氧化(hua)物排(pai)放量比(bi)(bi)2015年減(jian)少15%以上,化(hua)學(xue)需(xu)氧量、氨氮(dan)排(pai)放量減(jian)少10%以上;受污染耕地安全(quan)利用(yong)率(lv)(lv)達(da)(da)到(dao)90%左(zuo)右,污染地塊安全(quan)利用(yong)率(lv)(lv)達(da)(da)到(dao)90%以上;生態保護紅線面積占比(bi)(bi)達(da)(da)到(dao)25%左(zuo)右;森(sen)林(lin)覆蓋(gai)率(lv)(lv)達(da)(da)到(dao)23.04%以上。
通過加快構(gou)建生(sheng)(sheng)(sheng)態(tai)文明體(ti)系,確保到2035年節約資源和保護生(sheng)(sheng)(sheng)態(tai)環(huan)境(jing)的空間格局、產(chan)業結(jie)構(gou)、生(sheng)(sheng)(sheng)產(chan)方式、生(sheng)(sheng)(sheng)活方式總體(ti)形成,生(sheng)(sheng)(sheng)態(tai)環(huan)境(jing)質量(liang)實現(xian)根本(ben)(ben)好轉,美麗中國目標(biao)基本(ben)(ben)實現(xian)。到本(ben)(ben)世紀中葉,生(sheng)(sheng)(sheng)態(tai)文明全面提升(sheng),實現(xian)生(sheng)(sheng)(sheng)態(tai)環(huan)境(jing)領域國家(jia)治理體(ti)系和治理能力現(xian)代化。
(二)基本原則
——堅(jian)持保護優先。落實生(sheng)(sheng)態保護紅(hong)線、環境質(zhi)量底線、資源利用上線硬約束(shu),深(shen)化供給(gei)側結構性改(gai)革,推動(dong)形成綠色(se)發展(zhan)方式和(he)生(sheng)(sheng)活方式,堅(jian)定不移走生(sheng)(sheng)產發展(zhan)、生(sheng)(sheng)活富裕、生(sheng)(sheng)態良好(hao)的文(wen)明發展(zhan)道路。
——強化問(wen)題(ti)導向。以改善生態環境質量為核(he)心,針對流(liu)域(yu)、區域(yu)、行(xing)業特點,聚焦問(wen)題(ti)、分類(lei)施策、精準(zhun)發力,不斷取(qu)得(de)新成效,讓人民群眾有更多獲得(de)感(gan)。
——突出改革創新。深(shen)化生態環(huan)境(jing)保護體制(zhi)機制(zhi)改革,統(tong)籌兼顧、系(xi)統(tong)謀劃,強化協調(diao)、整合力量(liang),區域協作、條(tiao)塊結合,嚴格環(huan)境(jing)標準,完善經濟政(zheng)策,增強科(ke)技支撐和(he)能(neng)力保障,提升生態環(huan)境(jing)治理(li)的系(xi)統(tong)性、整體性、協同(tong)性。
——注重(zhong)依法監管。完(wan)善生(sheng)態環境保(bao)護(hu)(hu)法律法規體系,健全(quan)生(sheng)態環境保(bao)護(hu)(hu)行政(zheng)執法和刑事司法銜接機制,依法嚴懲重(zhong)罰生(sheng)態環境違法犯罪行為。
——推(tui)進全民共治(zhi)。政府、企業、公眾(zhong)各盡其(qi)責、共同發力,政府積極(ji)發揮主(zhu)導作用,企業主(zhu)動承擔環(huan)境(jing)治(zhi)理主(zhu)體責任(ren),公眾(zhong)自(zi)覺(jue)踐行綠色生活(huo)。
五、推動形成綠色發展方式和生活方式
堅持(chi)節(jie)約優先,加(jia)強源頭管控,轉(zhuan)變發(fa)展方式,培育壯大新(xin)興產業,推動傳統產業智能化(hua)、清潔化(hua)改造(zao),加(jia)快發(fa)展節(jie)能環保產業,全面(mian)節(jie)約能源資源,協同推動經(jing)濟(ji)高(gao)質(zhi)量發(fa)展和生態環境高(gao)水平保護(hu)。
(一)促(cu)進(jin)(jin)經濟綠色(se)低碳循(xun)環(huan)(huan)發(fa)(fa)展(zhan)。對重(zhong)點(dian)(dian)(dian)區(qu)(qu)域、重(zhong)點(dian)(dian)(dian)流(liu)域、重(zhong)點(dian)(dian)(dian)行業(ye)(ye)(ye)(ye)(ye)(ye)和(he)(he)產(chan)(chan)(chan)業(ye)(ye)(ye)(ye)(ye)(ye)布(bu)局開展(zhan)規(gui)劃環(huan)(huan)評(ping),調(diao)整(zheng)(zheng)優化不符合生(sheng)態環(huan)(huan)境(jing)功能(neng)定位的(de)產(chan)(chan)(chan)業(ye)(ye)(ye)(ye)(ye)(ye)布(bu)局、規(gui)模(mo)和(he)(he)結(jie)構(gou)(gou)。嚴格(ge)控制(zhi)重(zhong)點(dian)(dian)(dian)流(liu)域、重(zhong)點(dian)(dian)(dian)區(qu)(qu)域環(huan)(huan)境(jing)風險項目。對國家級新區(qu)(qu)、工(gong)業(ye)(ye)(ye)(ye)(ye)(ye)園區(qu)(qu)、高新區(qu)(qu)等(deng)進(jin)(jin)行集中整(zheng)(zheng)治,限期(qi)進(jin)(jin)行達(da)標(biao)改造(zao)。加快城(cheng)(cheng)市建(jian)成區(qu)(qu)、重(zhong)點(dian)(dian)(dian)流(liu)域的(de)重(zhong)污染企業(ye)(ye)(ye)(ye)(ye)(ye)和(he)(he)危(wei)險化學品(pin)企業(ye)(ye)(ye)(ye)(ye)(ye)搬遷改造(zao),2018年年底前,相關城(cheng)(cheng)市政府就此(ci)制(zhi)定專項計劃并(bing)向社會公開。促(cu)進(jin)(jin)傳統產(chan)(chan)(chan)業(ye)(ye)(ye)(ye)(ye)(ye)優化升級,構(gou)(gou)建(jian)綠色(se)產(chan)(chan)(chan)業(ye)(ye)(ye)(ye)(ye)(ye)鏈體系。繼續化解過剩產(chan)(chan)(chan)能(neng),嚴禁鋼(gang)鐵(tie)、水(shui)泥、電解鋁(lv)、平板玻(bo)璃等(deng)行業(ye)(ye)(ye)(ye)(ye)(ye)新增產(chan)(chan)(chan)能(neng),對確有必(bi)要新建(jian)的(de)必(bi)須實施等(deng)量(liang)或(huo)減量(liang)置換。加快推進(jin)(jin)危(wei)險化學品(pin)生(sheng)產(chan)(chan)(chan)企業(ye)(ye)(ye)(ye)(ye)(ye)搬遷改造(zao)工(gong)程。提高污染排放標(biao)準,加大鋼(gang)鐵(tie)等(deng)重(zhong)點(dian)(dian)(dian)行業(ye)(ye)(ye)(ye)(ye)(ye)落(luo)后產(chan)(chan)(chan)能(neng)淘汰力度,鼓勵各地(di)制(zhi)定范(fan)圍更(geng)廣、標(biao)準更(geng)嚴的(de)落(luo)后產(chan)(chan)(chan)能(neng)淘汰政策。構(gou)(gou)建(jian)市場導向的(de)綠色(se)技術創新體系,強(qiang)化產(chan)(chan)(chan)品(pin)全(quan)生(sheng)命周(zhou)期(qi)綠色(se)管理(li)。大力發(fa)(fa)展(zhan)節(jie)能(neng)環(huan)(huan)保(bao)產(chan)(chan)(chan)業(ye)(ye)(ye)(ye)(ye)(ye)、清(qing)(qing)潔(jie)(jie)生(sheng)產(chan)(chan)(chan)產(chan)(chan)(chan)業(ye)(ye)(ye)(ye)(ye)(ye)、清(qing)(qing)潔(jie)(jie)能(neng)源(yuan)(yuan)產(chan)(chan)(chan)業(ye)(ye)(ye)(ye)(ye)(ye),加強(qiang)科(ke)技創新引領,著力引導綠色(se)消費,大力提高節(jie)能(neng)、環(huan)(huan)保(bao)、資源(yuan)(yuan)循(xun)環(huan)(huan)利(li)用等(deng)綠色(se)產(chan)(chan)(chan)業(ye)(ye)(ye)(ye)(ye)(ye)技術裝(zhuang)備水(shui)平,培(pei)育發(fa)(fa)展(zhan)一批骨(gu)干企業(ye)(ye)(ye)(ye)(ye)(ye)。大力發(fa)(fa)展(zhan)節(jie)能(neng)和(he)(he)環(huan)(huan)境(jing)服務業(ye)(ye)(ye)(ye)(ye)(ye),推行合同(tong)能(neng)源(yuan)(yuan)管理(li)、合同(tong)節(jie)水(shui)管理(li),積極探索區(qu)(qu)域環(huan)(huan)境(jing)托管服務等(deng)新模(mo)式(shi)。鼓勵新業(ye)(ye)(ye)(ye)(ye)(ye)態發(fa)(fa)展(zhan)和(he)(he)模(mo)式(shi)創新。在能(neng)源(yuan)(yuan)、冶金(jin)、建(jian)材、有色(se)、化工(gong)、電鍍、造(zao)紙、印染、農(nong)副食品(pin)加工(gong)等(deng)行業(ye)(ye)(ye)(ye)(ye)(ye),全(quan)面(mian)推進(jin)(jin)清(qing)(qing)潔(jie)(jie)生(sheng)產(chan)(chan)(chan)改造(zao)或(huo)清(qing)(qing)潔(jie)(jie)化改造(zao)。
(二)推(tui)進能源(yuan)(yuan)(yuan)資源(yuan)(yuan)(yuan)全面(mian)節(jie)約。強化(hua)能源(yuan)(yuan)(yuan)和(he)(he)(he)水(shui)資源(yuan)(yuan)(yuan)消耗、建(jian)(jian)(jian)(jian)設(she)用(yong)地等(deng)總量和(he)(he)(he)強度(du)雙控行(xing)動,實(shi)(shi)行(xing)最嚴格的耕地保護、節(jie)約用(yong)地和(he)(he)(he)水(shui)資源(yuan)(yuan)(yuan)管理(li)制(zhi)度(du)。實(shi)(shi)施(shi)國家節(jie)水(shui)行(xing)動,完善水(shui)價形成機制(zhi),推(tui)進節(jie)水(shui)型社會和(he)(he)(he)節(jie)水(shui)型城市(shi)建(jian)(jian)(jian)(jian)設(she),到(dao)2020年,全國用(yong)水(shui)總量控制(zhi)在(zai)6700億立方米(mi)以內。健(jian)全節(jie)能、節(jie)水(shui)、節(jie)地、節(jie)材、節(jie)礦標準體系(xi),大幅降低(di)重(zhong)點(dian)行(xing)業和(he)(he)(he)企業能耗、物耗,推(tui)行(xing)生產(chan)(chan)者責(ze)任延伸制(zhi)度(du),實(shi)(shi)現(xian)生產(chan)(chan)系(xi)統和(he)(he)(he)生活系(xi)統循環鏈接。鼓(gu)勵新(xin)建(jian)(jian)(jian)(jian)建(jian)(jian)(jian)(jian)筑(zhu)采(cai)用(yong)綠色(se)建(jian)(jian)(jian)(jian)材,大力發展裝(zhuang)配式建(jian)(jian)(jian)(jian)筑(zhu),提高(gao)新(xin)建(jian)(jian)(jian)(jian)綠色(se)建(jian)(jian)(jian)(jian)筑(zhu)比例。以北方采(cai)暖地區為(wei)重(zhong)點(dian),推(tui)進既有(you)居住建(jian)(jian)(jian)(jian)筑(zhu)節(jie)能改造。積極應對氣(qi)候變(bian)化(hua),采(cai)取有(you)力措施(shi)確保完成2020年控制(zhi)溫室氣(qi)體排(pai)(pai)放行(xing)動目標。扎(zha)實(shi)(shi)推(tui)進全國碳排(pai)(pai)放權交易市(shi)場(chang)建(jian)(jian)(jian)(jian)設(she),統籌深化(hua)低(di)碳試點(dian)。
(三)引導公(gong)眾綠(lv)色(se)(se)(se)(se)(se)生(sheng)活(huo)。加(jia)強(qiang)生(sheng)態文明宣(xuan)傳教育,倡導簡約適(shi)度(du)、綠(lv)色(se)(se)(se)(se)(se)低碳(tan)的生(sheng)活(huo)方式,反對奢侈浪費(fei)和(he)(he)不合理消(xiao)(xiao)費(fei)。開展創建綠(lv)色(se)(se)(se)(se)(se)家(jia)庭(ting)、綠(lv)色(se)(se)(se)(se)(se)學校、綠(lv)色(se)(se)(se)(se)(se)社區、綠(lv)色(se)(se)(se)(se)(se)商場、綠(lv)色(se)(se)(se)(se)(se)餐(can)館等行動。推(tui)(tui)行綠(lv)色(se)(se)(se)(se)(se)消(xiao)(xiao)費(fei),出臺快(kuai)遞業(ye)、共(gong)享經濟等新業(ye)態的規(gui)范(fan)標準,推(tui)(tui)廣環境標志(zhi)產品、有機產品等綠(lv)色(se)(se)(se)(se)(se)產品。提倡綠(lv)色(se)(se)(se)(se)(se)居住,節約用水(shui)用電(dian),合理控制夏季空調和(he)(he)冬季取暖室內溫度(du)。大力發(fa)展公(gong)共(gong)交通,鼓勵(li)自行車、步行等綠(lv)色(se)(se)(se)(se)(se)出行。
六、堅決打贏藍天保衛戰
編制實(shi)施(shi)打贏藍(lan)天(tian)(tian)保衛(wei)戰(zhan)(zhan)三(san)年作戰(zhan)(zhan)計劃(hua),以京津冀及(ji)周邊、長三(san)角、汾(fen)渭平原等重點(dian)區域為主戰(zhan)(zhan)場(chang),調整優化產業結構(gou)(gou)、能(neng)源結構(gou)(gou)、運輸結構(gou)(gou)、用地結構(gou)(gou),強化區域聯(lian)防聯(lian)控(kong)和(he)重污染天(tian)(tian)氣應(ying)對,進(jin)一步明顯(xian)(xian)降(jiang)低PM2.5濃度,明顯(xian)(xian)減少重污染天(tian)(tian)數,明顯(xian)(xian)改善大氣環境質量,明顯(xian)(xian)增強人民的藍(lan)天(tian)(tian)幸福感(gan)。
(一)加(jia)(jia)強(qiang)工業(ye)(ye)(ye)企業(ye)(ye)(ye)大(da)氣(qi)(qi)污(wu)染(ran)綜合(he)治理(li)。全面整治“散亂污(wu)”企業(ye)(ye)(ye)及集(ji)群,實(shi)(shi)行(xing)拉網式(shi)(shi)排(pai)(pai)查和清單式(shi)(shi)、臺(tai)賬式(shi)(shi)、網格化管理(li),分類實(shi)(shi)施(shi)關停取締、整合(he)搬(ban)遷、整改(gai)(gai)提升等(deng)措施(shi),京津冀(ji)及周邊區域(yu)2018年(nian)年(nian)底(di)前(qian)(qian)完(wan)成,其他重(zhong)(zhong)點(dian)(dian)(dian)區域(yu)2019年(nian)年(nian)底(di)前(qian)(qian)完(wan)成。堅決關停用地、工商手續不全并難以(yi)通過改(gai)(gai)造(zao)達(da)(da)標的(de)企業(ye)(ye)(ye),限期治理(li)可以(yi)達(da)(da)標改(gai)(gai)造(zao)的(de)企業(ye)(ye)(ye),逾期依法(fa)一律關停。強(qiang)化工業(ye)(ye)(ye)企業(ye)(ye)(ye)無組織排(pai)(pai)放(fang)(fang)管理(li),推進揮(hui)發性有(you)(you)機(ji)(ji)物排(pai)(pai)放(fang)(fang)綜合(he)整治,開(kai)展(zhan)大(da)氣(qi)(qi)氨(an)排(pai)(pai)放(fang)(fang)控制試點(dian)(dian)(dian)。到2020年(nian),揮(hui)發性有(you)(you)機(ji)(ji)物排(pai)(pai)放(fang)(fang)總量比2015年(nian)下降(jiang)10%以(yi)上。重(zhong)(zhong)點(dian)(dian)(dian)區域(yu)和大(da)氣(qi)(qi)污(wu)染(ran)嚴重(zhong)(zhong)城市加(jia)(jia)大(da)鋼鐵、鑄(zhu)造(zao)、煉焦、建材、電(dian)解鋁等(deng)產能壓減(jian)力度,實(shi)(shi)施(shi)大(da)氣(qi)(qi)污(wu)染(ran)物特(te)別排(pai)(pai)放(fang)(fang)限值。加(jia)(jia)大(da)排(pai)(pai)放(fang)(fang)高、污(wu)染(ran)重(zhong)(zhong)的(de)煤電(dian)機(ji)(ji)組淘汰力度,在重(zhong)(zhong)點(dian)(dian)(dian)區域(yu)加(jia)(jia)快推進。到2020年(nian),具備改(gai)(gai)造(zao)條件(jian)的(de)燃(ran)煤電(dian)廠全部完(wan)成超低(di)排(pai)(pai)放(fang)(fang)改(gai)(gai)造(zao),重(zhong)(zhong)點(dian)(dian)(dian)區域(yu)不具備改(gai)(gai)造(zao)條件(jian)的(de)高污(wu)染(ran)燃(ran)煤電(dian)廠逐步關停。推動鋼鐵等(deng)行(xing)業(ye)(ye)(ye)超低(di)排(pai)(pai)放(fang)(fang)改(gai)(gai)造(zao)。
(二(er))大力推進散(san)煤(mei)(mei)治理和煤(mei)(mei)炭(tan)消(xiao)(xiao)費(fei)減量(liang)替代。增加(jia)清潔(jie)能源(yuan)(yuan)使用,拓(tuo)寬清潔(jie)能源(yuan)(yuan)消(xiao)(xiao)納渠道,落實可再生能源(yuan)(yuan)發(fa)電(dian)全額保障性收購(gou)政策。安全高(gao)效發(fa)展核電(dian)。推動清潔(jie)低(di)碳能源(yuan)(yuan)優先上網。加(jia)快重(zhong)(zhong)點(dian)(dian)輸(shu)電(dian)通道建(jian)設,提(ti)高(gao)重(zhong)(zhong)點(dian)(dian)區域接受外輸(shu)電(dian)比例。因地(di)制宜(yi)、加(jia)快實施北方地(di)區冬(dong)季(ji)清潔(jie)取(qu)(qu)暖五年(nian)規劃。鼓勵余熱(re)、淺層地(di)熱(re)能等清潔(jie)能源(yuan)(yuan)取(qu)(qu)暖。加(jia)強煤(mei)(mei)層氣(煤(mei)(mei)礦瓦斯)綜合利用,實施生物天然氣工程。到(dao)2020年(nian),京津(jin)(jin)冀及(ji)周邊、汾渭平原的平原地(di)區基本完成生活和冬(dong)季(ji)取(qu)(qu)暖散(san)煤(mei)(mei)替代;北京、天津(jin)(jin)、河北、山東、河南及(ji)珠三(san)角區域煤(mei)(mei)炭(tan)消(xiao)(xiao)費(fei)總(zong)量(liang)比2015年(nian)均下降(jiang)10%左右(you),上海、江(jiang)蘇(su)、浙江(jiang)、安徽(hui)及(ji)汾渭平原煤(mei)(mei)炭(tan)消(xiao)(xiao)費(fei)總(zong)量(liang)均下降(jiang)5%左右(you);重(zhong)(zhong)點(dian)(dian)區域基本淘汰每小時35蒸噸(dun)以下燃煤(mei)(mei)鍋(guo)爐。推廣清潔(jie)高(gao)效燃煤(mei)(mei)鍋(guo)爐。
(三)打(da)(da)好(hao)柴油(you)貨車(che)(che)(che)(che)(che)污染治(zhi)理攻堅戰。以(yi)開展柴油(you)貨車(che)(che)(che)(che)(che)超標(biao)(biao)排(pai)(pai)(pai)放(fang)專項整治(zhi)為抓(zhua)手(shou),統(tong)(tong)籌開展油(you)、路、車(che)(che)(che)(che)(che)治(zhi)理和(he)(he)(he)機動(dong)(dong)車(che)(che)(che)(che)(che)船(chuan)(chuan)(chuan)污染防(fang)治(zhi)。嚴厲(li)打(da)(da)擊生(sheng)產(chan)銷(xiao)(xiao)售不達標(biao)(biao)車(che)(che)(che)(che)(che)輛、排(pai)(pai)(pai)放(fang)檢(jian)驗機構檢(jian)測弄(nong)虛作假等違(wei)法(fa)行為。加快淘(tao)汰老舊(jiu)車(che)(che)(che)(che)(che),鼓勵(li)清(qing)潔能(neng)源(yuan)車(che)(che)(che)(che)(che)輛、船(chuan)(chuan)(chuan)舶(bo)(bo)(bo)的(de)(de)推廣使(shi)用(yong)(yong)。建設“天地車(che)(che)(che)(che)(che)人”一體化的(de)(de)機動(dong)(dong)車(che)(che)(che)(che)(che)排(pai)(pai)(pai)放(fang)監控(kong)系統(tong)(tong),完(wan)善機動(dong)(dong)車(che)(che)(che)(che)(che)遙感監測網絡。推進(jin)鋼鐵、電力、電解鋁、焦(jiao)化等重(zhong)點(dian)(dian)工(gong)業(ye)企(qi)業(ye)和(he)(he)(he)工(gong)業(ye)園區(qu)貨物由公路運輸轉向鐵路運輸。顯著(zhu)提(ti)高重(zhong)點(dian)(dian)區(qu)域(yu)大(da)宗貨物鐵路水(shui)路貨運比(bi)例(li),提(ti)高沿海(hai)港(gang)口集裝箱鐵路集疏港(gang)比(bi)例(li)。重(zhong)點(dian)(dian)區(qu)域(yu)提(ti)前(qian)實(shi)施機動(dong)(dong)車(che)(che)(che)(che)(che)國(guo)六排(pai)(pai)(pai)放(fang)標(biao)(biao)準(zhun),嚴格實(shi)施船(chuan)(chuan)(chuan)舶(bo)(bo)(bo)和(he)(he)(he)非道路移動(dong)(dong)機械(xie)大(da)氣排(pai)(pai)(pai)放(fang)標(biao)(biao)準(zhun)。鼓勵(li)淘(tao)汰老舊(jiu)船(chuan)(chuan)(chuan)舶(bo)(bo)(bo)、工(gong)程(cheng)機械(xie)和(he)(he)(he)農業(ye)機械(xie)。落實(shi)珠三角、長(chang)三角、環(huan)渤海(hai)京(jing)津冀(ji)水(shui)域(yu)船(chuan)(chuan)(chuan)舶(bo)(bo)(bo)排(pai)(pai)(pai)放(fang)控(kong)制區(qu)管理政(zheng)策(ce),全國(guo)主要港(gang)口和(he)(he)(he)排(pai)(pai)(pai)放(fang)控(kong)制區(qu)內(nei)港(gang)口靠港(gang)船(chuan)(chuan)(chuan)舶(bo)(bo)(bo)率先使(shi)用(yong)(yong)岸(an)電。到2020年(nian),長(chang)江干(gan)線、西江航運干(gan)線、京(jing)杭運河水(shui)上服務區(qu)和(he)(he)(he)待閘錨地基本具備船(chuan)(chuan)(chuan)舶(bo)(bo)(bo)岸(an)電供(gong)應能(neng)力。2019年(nian)1月1日起,全國(guo)供(gong)應符合國(guo)六標(biao)(biao)準(zhun)的(de)(de)車(che)(che)(che)(che)(che)用(yong)(yong)汽油(you)和(he)(he)(he)車(che)(che)(che)(che)(che)用(yong)(yong)柴油(you),力爭重(zhong)點(dian)(dian)區(qu)域(yu)提(ti)前(qian)供(gong)應。盡快實(shi)現車(che)(che)(che)(che)(che)用(yong)(yong)柴油(you)、普通柴油(you)和(he)(he)(he)部分船(chuan)(chuan)(chuan)舶(bo)(bo)(bo)用(yong)(yong)油(you)標(biao)(biao)準(zhun)并軌。內(nei)河和(he)(he)(he)江海(hai)直(zhi)達船(chuan)(chuan)(chuan)舶(bo)(bo)(bo)必(bi)須使(shi)用(yong)(yong)硫(liu)含量不大(da)于10毫克/千(qian)克的(de)(de)柴油(you)。嚴厲(li)打(da)(da)擊生(sheng)產(chan)、銷(xiao)(xiao)售和(he)(he)(he)使(shi)用(yong)(yong)非標(biao)(biao)車(che)(che)(che)(che)(che)(船(chuan)(chuan)(chuan))用(yong)(yong)燃料行為,徹底清(qing)除黑加油(you)站點(dian)(dian)。
(四)強化(hua)(hua)(hua)(hua)國土(tu)綠(lv)化(hua)(hua)(hua)(hua)和揚塵管控。積(ji)極推進露天礦山綜合整治(zhi),加(jia)快環境修復(fu)和綠(lv)化(hua)(hua)(hua)(hua)。開展(zhan)大(da)規(gui)模國土(tu)綠(lv)化(hua)(hua)(hua)(hua)行(xing)動,加(jia)強北方(fang)防(fang)沙帶建設(she),實施京津風(feng)沙源(yuan)治(zhi)理(li)工(gong)程(cheng)、重點防(fang)護林工(gong)程(cheng),增(zeng)加(jia)林草覆(fu)蓋率(lv)。在城市功能疏解、更新和調整中,將騰(teng)退空間優先用(yong)于(yu)留白增(zeng)綠(lv)。落實城市道(dao)路和城市范圍內施工(gong)工(gong)地等揚塵管控。
(五)有效應對重(zhong)污染(ran)(ran)(ran)(ran)天(tian)(tian)氣(qi)(qi)。強化(hua)(hua)(hua)重(zhong)點(dian)區(qu)域(yu)(yu)聯(lian)(lian)防聯(lian)(lian)控聯(lian)(lian)治,統一預(yu)(yu)警分級(ji)標準、信息發布、應急(ji)響(xiang)應,提前采取應急(ji)減(jian)(jian)排措施(shi),實(shi)施(shi)區(qu)域(yu)(yu)應急(ji)聯(lian)(lian)動,有效降低污染(ran)(ran)(ran)(ran)程度。完(wan)善(shan)應急(ji)預(yu)(yu)案(an),明確(que)政府、部門及(ji)(ji)企業(ye)的(de)應急(ji)責任,科學確(que)定重(zhong)污染(ran)(ran)(ran)(ran)期(qi)間(jian)管控措施(shi)和污染(ran)(ran)(ran)(ran)源減(jian)(jian)排清單。指導公眾(zhong)做(zuo)好重(zhong)污染(ran)(ran)(ran)(ran)天(tian)(tian)氣(qi)(qi)健(jian)康防護。推進(jin)預(yu)(yu)測預(yu)(yu)報(bao)(bao)預(yu)(yu)警體系建(jian)(jian)設(she),2018年年底(di)前,進(jin)一步提升(sheng)國家級(ji)空氣(qi)(qi)質(zhi)(zhi)量預(yu)(yu)報(bao)(bao)能力,區(qu)域(yu)(yu)預(yu)(yu)報(bao)(bao)中心具(ju)(ju)備7至10天(tian)(tian)空氣(qi)(qi)質(zhi)(zhi)量預(yu)(yu)報(bao)(bao)能力,省級(ji)預(yu)(yu)報(bao)(bao)中心具(ju)(ju)備7天(tian)(tian)空氣(qi)(qi)質(zhi)(zhi)量預(yu)(yu)報(bao)(bao)能力并精確(que)到(dao)所轄各(ge)城(cheng)市(shi)。重(zhong)點(dian)區(qu)域(yu)(yu)采暖(nuan)季節(jie),對鋼鐵(tie)(tie)、焦(jiao)化(hua)(hua)(hua)、建(jian)(jian)材(cai)、鑄造、電解(jie)鋁、化(hua)(hua)(hua)工(gong)(gong)等重(zhong)點(dian)行業(ye)企業(ye)實(shi)施(shi)錯(cuo)峰生產(chan)。重(zhong)污染(ran)(ran)(ran)(ran)期(qi)間(jian),對鋼鐵(tie)(tie)、焦(jiao)化(hua)(hua)(hua)、有色、電力、化(hua)(hua)(hua)工(gong)(gong)等涉及(ji)(ji)大宗原(yuan)材(cai)料及(ji)(ji)產(chan)品(pin)運(yun)輸的(de)重(zhong)點(dian)企業(ye)實(shi)施(shi)錯(cuo)峰運(yun)輸;強化(hua)(hua)(hua)城(cheng)市(shi)建(jian)(jian)設(she)施(shi)工(gong)(gong)工(gong)(gong)地揚塵管控措施(shi),加強道(dao)路機(ji)掃。依法嚴禁秸(jie)稈露天(tian)(tian)焚燒,全面推進(jin)綜合利用。到(dao)2020年,地級(ji)及(ji)(ji)以上城(cheng)市(shi)重(zhong)污染(ran)(ran)(ran)(ran)天(tian)(tian)數(shu)比2015年減(jian)(jian)少25%。
七、著力打好碧水保衛戰
深(shen)入實施水(shui)(shui)(shui)(shui)污染(ran)防治行(xing)動計(ji)劃,扎(zha)實推進河長(chang)制湖長(chang)制,堅持污染(ran)減(jian)排和生態擴容兩手發力,加快工(gong)業、農(nong)業、生活(huo)污染(ran)源(yuan)和水(shui)(shui)(shui)(shui)生態系統整治,保障飲用(yong)水(shui)(shui)(shui)(shui)安全,消除城市(shi)黑臭水(shui)(shui)(shui)(shui)體(ti)(ti),減(jian)少(shao)污染(ran)嚴重水(shui)(shui)(shui)(shui)體(ti)(ti)和不達標水(shui)(shui)(shui)(shui)體(ti)(ti)。
(一)打好水(shui)(shui)源(yuan)(yuan)(yuan)地保(bao)護攻堅戰。加強水(shui)(shui)源(yuan)(yuan)(yuan)水(shui)(shui)、出廠水(shui)(shui)、管網水(shui)(shui)、末(mo)梢水(shui)(shui)的(de)全(quan)過程管理。劃定(ding)集中式飲用(yong)水(shui)(shui)水(shui)(shui)源(yuan)(yuan)(yuan)保(bao)護區,推進(jin)規(gui)范化(hua)建設。強化(hua)南(nan)水(shui)(shui)北調水(shui)(shui)源(yuan)(yuan)(yuan)地及(ji)(ji)沿線(xian)生態環境保(bao)護。深化(hua)地下水(shui)(shui)污染防治(zhi)。全(quan)面排查和整治(zhi)縣級(ji)(ji)及(ji)(ji)以(yi)(yi)上城市水(shui)(shui)源(yuan)(yuan)(yuan)保(bao)護區內的(de)違法違規(gui)問題(ti),長(chang)江經濟帶于2018年(nian)年(nian)底(di)前(qian)、其他地區于2019年(nian)年(nian)底(di)前(qian)完成。單一水(shui)(shui)源(yuan)(yuan)(yuan)供水(shui)(shui)的(de)地級(ji)(ji)及(ji)(ji)以(yi)(yi)上城市應當建設應急水(shui)(shui)源(yuan)(yuan)(yuan)或備用(yong)水(shui)(shui)源(yuan)(yuan)(yuan)。定(ding)期監(檢)測、評估集中式飲用(yong)水(shui)(shui)水(shui)(shui)源(yuan)(yuan)(yuan)、供水(shui)(shui)單位供水(shui)(shui)和用(yong)戶水(shui)(shui)龍頭(tou)水(shui)(shui)質狀(zhuang)況,縣級(ji)(ji)及(ji)(ji)以(yi)(yi)上城市至(zhi)少每季度向社會公開(kai)一次。
(二(er))打(da)好城(cheng)市黑(hei)臭水(shui)體(ti)治理攻(gong)堅戰。實施城(cheng)鎮污(wu)(wu)(wu)水(shui)處(chu)(chu)理“提質增(zeng)效(xiao)”三(san)年(nian)行動,加快(kuai)補齊城(cheng)鎮污(wu)(wu)(wu)水(shui)收集和處(chu)(chu)理設(she)施短板(ban),盡快(kuai)實現污(wu)(wu)(wu)水(shui)管網全覆蓋、全收集、全處(chu)(chu)理。完(wan)善污(wu)(wu)(wu)水(shui)處(chu)(chu)理收費政策,各地要按規定將污(wu)(wu)(wu)水(shui)處(chu)(chu)理收費標準(zhun)盡快(kuai)調整到位,原則上(shang)(shang)應補償到污(wu)(wu)(wu)水(shui)處(chu)(chu)理和污(wu)(wu)(wu)泥(ni)處(chu)(chu)置設(she)施正常運營并合理盈利(li)。對中(zhong)西部(bu)地區,中(zhong)央財政給予適當支持。加強城(cheng)市初期雨水(shui)收集處(chu)(chu)理設(she)施建(jian)設(she),有效(xiao)減少城(cheng)市面(mian)源污(wu)(wu)(wu)染(ran)。到2020年(nian),地級(ji)及以上(shang)(shang)城(cheng)市建(jian)成區黑(hei)臭水(shui)體(ti)消(xiao)除(chu)比例(li)達90%以上(shang)(shang)。鼓勵京津(jin)冀、長三(san)角、珠三(san)角區域城(cheng)市建(jian)成區盡早全面(mian)消(xiao)除(chu)黑(hei)臭水(shui)體(ti)。
(三)打好長江保(bao)(bao)護修復攻堅戰。開展長江流(liu)域生(sheng)態隱(yin)患和環(huan)境風險調查評(ping)估,劃(hua)定高風險區(qu)域,從嚴實(shi)施(shi)生(sheng)態環(huan)境風險防控(kong)措施(shi)。優化長江經濟(ji)帶產業(ye)布局和規模,嚴禁污染型產業(ye)、企業(ye)向上中游地(di)區(qu)轉移。排(pai)查整治入(ru)河(he)入(ru)湖排(pai)污口及(ji)不達(da)(da)(da)標水(shui)體,市、縣級政府制(zhi)定實(shi)施(shi)不達(da)(da)(da)標水(shui)體限期達(da)(da)(da)標規劃(hua)。到2020年,長江流(liu)域基本消除劣(lie)Ⅴ類(lei)水(shui)體。強化船舶(bo)和港口污染防治,現有船舶(bo)到2020年全(quan)部完成達(da)(da)(da)標改造(zao),港口、船舶(bo)修造(zao)廠環(huan)衛設(she)施(shi)、污水(shui)處(chu)理設(she)施(shi)納(na)入(ru)城市設(she)施(shi)建(jian)(jian)設(she)規劃(hua)。加強沿河(he)環(huan)湖生(sheng)態保(bao)(bao)護,修復濕地(di)等水(shui)生(sheng)態系統,因(yin)地(di)制(zhi)宜(yi)建(jian)(jian)設(she)人工濕地(di)水(shui)質凈化工程。實(shi)施(shi)長江流(liu)域上中游水(shui)庫群聯合調度(du),保(bao)(bao)障(zhang)干流(liu)、主要支(zhi)流(liu)和湖泊基本生(sheng)態用水(shui)。
(四)打好渤海(hai)(hai)綜合治(zhi)(zhi)理(li)攻堅戰。以渤海(hai)(hai)海(hai)(hai)區的(de)渤海(hai)(hai)灣(wan)、遼(liao)東(dong)灣(wan)、萊(lai)州灣(wan)、遼(liao)河口(kou)、黃河口(kou)等(deng)為(wei)重(zhong)點(dian),推動河口(kou)海(hai)(hai)灣(wan)綜合整治(zhi)(zhi)。全面整治(zhi)(zhi)入(ru)海(hai)(hai)污(wu)(wu)(wu)染(ran)(ran)源,規范入(ru)海(hai)(hai)排(pai)污(wu)(wu)(wu)口(kou)設置,全部清理(li)非法(fa)排(pai)污(wu)(wu)(wu)口(kou)。嚴格控(kong)制(zhi)海(hai)(hai)水(shui)養殖等(deng)造(zao)成的(de)海(hai)(hai)上(shang)污(wu)(wu)(wu)染(ran)(ran),推進海(hai)(hai)洋垃圾防(fang)治(zhi)(zhi)和清理(li)。率(lv)先在渤海(hai)(hai)實施(shi)(shi)主要污(wu)(wu)(wu)染(ran)(ran)物排(pai)海(hai)(hai)總量控(kong)制(zhi)制(zhi)度,強化陸海(hai)(hai)污(wu)(wu)(wu)染(ran)(ran)聯防(fang)聯控(kong),加強入(ru)海(hai)(hai)河流治(zhi)(zhi)理(li)與監管。實施(shi)(shi)最嚴格的(de)圍填(tian)海(hai)(hai)和岸(an)線開發管控(kong),統籌安排(pai)海(hai)(hai)洋空間利用活動。渤海(hai)(hai)禁止審(shen)批新(xin)增圍填(tian)海(hai)(hai)項目,引導符合國家產業政策的(de)項目消化存量圍填(tian)海(hai)(hai)資源,已審(shen)批但未開工的(de)項目要依法(fa)重(zhong)新(xin)進行評估和清理(li)。
(五)打好農業農村(cun)污(wu)(wu)染治(zhi)(zhi)理攻(gong)堅(jian)戰。以建設(she)美麗(li)宜居(ju)(ju)村(cun)莊(zhuang)為導向,持續開展農村(cun)人居(ju)(ju)環(huan)境整治(zhi)(zhi)行(xing)動,實(shi)現(xian)全國行(xing)政村(cun)環(huan)境整治(zhi)(zhi)全覆(fu)蓋(gai)。到2020年(nian),農村(cun)人居(ju)(ju)環(huan)境明顯改善,村(cun)莊(zhuang)環(huan)境基(ji)本干凈(jing)整潔有(you)序,東部(bu)地(di)(di)(di)區、中西(xi)部(bu)城(cheng)市(shi)近郊(jiao)區等有(you)基(ji)礎(chu)、有(you)條(tiao)件(jian)的(de)(de)地(di)(di)(di)區人居(ju)(ju)環(huan)境質(zhi)量(liang)全面提(ti)升,管護長效機制(zhi)初(chu)步建立;中西(xi)部(bu)有(you)較好基(ji)礎(chu)、基(ji)本具(ju)備條(tiao)件(jian)的(de)(de)地(di)(di)(di)區力爭實(shi)現(xian)90%左右(you)的(de)(de)村(cun)莊(zhuang)生活垃圾得到治(zhi)(zhi)理,衛(wei)生廁所(suo)普(pu)及率達到85%左右(you),生活污(wu)(wu)水(shui)亂排亂放得到管控(kong)。減少化肥(fei)(fei)農藥(yao)使(shi)用(yong)(yong)量(liang),制(zhi)修訂(ding)并嚴格執(zhi)行(xing)化肥(fei)(fei)農藥(yao)等農業投入品質(zhi)量(liang)標準,嚴格控(kong)制(zhi)高毒高風險(xian)農藥(yao)使(shi)用(yong)(yong),推進有(you)機肥(fei)(fei)替代化肥(fei)(fei)、病(bing)蟲害綠色防控(kong)替代化學防治(zhi)(zhi)和(he)廢(fei)棄農膜回收,完善廢(fei)舊地(di)(di)(di)膜和(he)包裝廢(fei)棄物(wu)等回收處(chu)理制(zhi)度。到2020年(nian),化肥(fei)(fei)農藥(yao)使(shi)用(yong)(yong)量(liang)實(shi)現(xian)零增長。堅(jian)持種植和(he)養殖(zhi)(zhi)(zhi)相結合(he),就地(di)(di)(di)就近消(xiao)納利用(yong)(yong)畜禽養殖(zhi)(zhi)(zhi)廢(fei)棄物(wu)。合(he)理布(bu)局水(shui)產養殖(zhi)(zhi)(zhi)空間,深入推進水(shui)產健(jian)康養殖(zhi)(zhi)(zhi),開展重(zhong)點江河(he)湖庫及重(zhong)點近岸海域破壞(huai)生態環(huan)境的(de)(de)養殖(zhi)(zhi)(zhi)方式綜合(he)整治(zhi)(zhi)。到2020年(nian),全國畜禽糞(fen)污(wu)(wu)綜合(he)利用(yong)(yong)率達到75%以上,規(gui)模養殖(zhi)(zhi)(zhi)場糞(fen)污(wu)(wu)處(chu)理設(she)施裝備配(pei)套率達到95%以上。
八、扎實推進凈土保衛戰
全面實(shi)施土壤(rang)污染防(fang)治(zhi)行動計劃(hua),突(tu)出重點區域(yu)、行業(ye)和污染物,有(you)效管控農用(yong)地(di)和城市建設用(yong)地(di)土壤(rang)環境風險。
(一(yi))強化土壤(rang)污染(ran)(ran)(ran)管(guan)(guan)控(kong)(kong)和(he)修復。加強耕地(di)(di)(di)(di)(di)土壤(rang)環(huan)境(jing)(jing)分類管(guan)(guan)理(li)。嚴(yan)(yan)格(ge)(ge)管(guan)(guan)控(kong)(kong)重(zhong)度污染(ran)(ran)(ran)耕地(di)(di)(di)(di)(di),嚴(yan)(yan)禁在重(zhong)度污染(ran)(ran)(ran)耕地(di)(di)(di)(di)(di)種植食(shi)用(yong)農產品。實施耕地(di)(di)(di)(di)(di)土壤(rang)環(huan)境(jing)(jing)治(zhi)理(li)保護重(zhong)大工程(cheng),開展重(zhong)點地(di)(di)(di)(di)(di)區(qu)涉(she)重(zhong)金屬行(xing)業排查(cha)和(he)整治(zhi)。2018年(nian)年(nian)底前,完(wan)成(cheng)農用(yong)地(di)(di)(di)(di)(di)土壤(rang)污染(ran)(ran)(ran)狀(zhuang)況詳查(cha)。2020年(nian)年(nian)底前,編制(zhi)完(wan)成(cheng)耕地(di)(di)(di)(di)(di)土壤(rang)環(huan)境(jing)(jing)質量分類清單(dan)。建立建設(she)用(yong)地(di)(di)(di)(di)(di)土壤(rang)污染(ran)(ran)(ran)風險管(guan)(guan)控(kong)(kong)和(he)修復名(ming)錄(lu),列入(ru)(ru)名(ming)錄(lu)且(qie)未(wei)完(wan)成(cheng)治(zhi)理(li)修復的(de)地(di)(di)(di)(di)(di)塊不得作為(wei)住宅、公共(gong)(gong)管(guan)(guan)理(li)與公共(gong)(gong)服務用(yong)地(di)(di)(di)(di)(di)。建立污染(ran)(ran)(ran)地(di)(di)(di)(di)(di)塊聯動監管(guan)(guan)機(ji)制(zhi),將(jiang)建設(she)用(yong)地(di)(di)(di)(di)(di)土壤(rang)環(huan)境(jing)(jing)管(guan)(guan)理(li)要(yao)求納(na)入(ru)(ru)用(yong)地(di)(di)(di)(di)(di)規劃和(he)供地(di)(di)(di)(di)(di)管(guan)(guan)理(li),嚴(yan)(yan)格(ge)(ge)控(kong)(kong)制(zhi)用(yong)地(di)(di)(di)(di)(di)準(zhun)入(ru)(ru),強化暫不開發污染(ran)(ran)(ran)地(di)(di)(di)(di)(di)塊的(de)風險管(guan)(guan)控(kong)(kong)。2020年(nian)年(nian)底前,完(wan)成(cheng)重(zhong)點行(xing)業企業用(yong)地(di)(di)(di)(di)(di)土壤(rang)污染(ran)(ran)(ran)狀(zhuang)況調(diao)查(cha)。嚴(yan)(yan)格(ge)(ge)土壤(rang)污染(ran)(ran)(ran)重(zhong)點行(xing)業企業搬(ban)遷(qian)改造過程(cheng)中(zhong)拆除活動的(de)環(huan)境(jing)(jing)監管(guan)(guan)。
(二)加快推進(jin)垃圾(ji)(ji)分(fen)類(lei)處(chu)理(li)(li)。到2020年,實現所有(you)城(cheng)市和縣城(cheng)生(sheng)活垃圾(ji)(ji)處(chu)理(li)(li)能力(li)全覆蓋,基本(ben)完成非正規垃圾(ji)(ji)堆放點整(zheng)治;直轄(xia)市、計劃單列市、省會(hui)城(cheng)市和第(di)一批分(fen)類(lei)示范城(cheng)市基本(ben)建成生(sheng)活垃圾(ji)(ji)分(fen)類(lei)處(chu)理(li)(li)系統。推進(jin)垃圾(ji)(ji)資源化(hua)利用(yong),大力(li)發展垃圾(ji)(ji)焚燒發電。推進(jin)農(nong)村垃圾(ji)(ji)就地分(fen)類(lei)、資源化(hua)利用(yong)和處(chu)理(li)(li),建立(li)農(nong)村有(you)機廢棄(qi)物收集、轉化(hua)、利用(yong)網絡(luo)體系。
(三)強化(hua)(hua)(hua)固(gu)體(ti)廢物(wu)(wu)污染防(fang)治。全面禁止(zhi)洋垃(la)圾入境,嚴厲(li)打擊走私,大幅減少固(gu)體(ti)廢物(wu)(wu)進(jin)(jin)口種類和(he)數量(liang),力爭2020年(nian)年(nian)底前基(ji)本實現固(gu)體(ti)廢物(wu)(wu)零進(jin)(jin)口。開展“無(wu)廢城市”試點(dian),推動固(gu)體(ti)廢物(wu)(wu)資源化(hua)(hua)(hua)利用。調查、評(ping)估重點(dian)工業(ye)行業(ye)危(wei)險(xian)(xian)廢物(wu)(wu)產生(sheng)、貯存、利用、處置情況。完善(shan)危(wei)險(xian)(xian)廢物(wu)(wu)經營許可(ke)、轉移(yi)等(deng)管理制度,建(jian)立信息化(hua)(hua)(hua)監管體(ti)系,提升危(wei)險(xian)(xian)廢物(wu)(wu)處理處置能力,實施(shi)全過程監管。嚴厲(li)打擊危(wei)險(xian)(xian)廢物(wu)(wu)非法(fa)(fa)跨界轉移(yi)、傾倒(dao)等(deng)違(wei)法(fa)(fa)犯罪活(huo)動。深入推進(jin)(jin)長江經濟帶(dai)固(gu)體(ti)廢物(wu)(wu)大排查活(huo)動。評(ping)估有毒有害化(hua)(hua)(hua)學(xue)(xue)品(pin)在(zai)生(sheng)態環境中的風險(xian)(xian)狀況,嚴格限制高(gao)風險(xian)(xian)化(hua)(hua)(hua)學(xue)(xue)品(pin)生(sheng)產、使用、進(jin)(jin)出口,并(bing)逐步淘汰、替代。
九、加快生態保護與修復
堅持自然恢復為(wei)主,統籌(chou)開展全(quan)國生(sheng)態(tai)保(bao)護(hu)與修復,全(quan)面劃定并嚴守生(sheng)態(tai)保(bao)護(hu)紅線,提升生(sheng)態(tai)系統質量和穩定性(xing)。
(一)劃(hua)定(ding)并嚴守生(sheng)(sheng)態保(bao)(bao)護紅(hong)線。按照應(ying)保(bao)(bao)盡(jin)保(bao)(bao)、應(ying)劃(hua)盡(jin)劃(hua)的(de)原則,將生(sheng)(sheng)態功能(neng)重要(yao)區域(yu)、生(sheng)(sheng)態環境(jing)敏感脆弱區域(yu)納(na)入生(sheng)(sheng)態保(bao)(bao)護紅(hong)線。到2020年,全(quan)面完成全(quan)國(guo)生(sheng)(sheng)態保(bao)(bao)護紅(hong)線劃(hua)定(ding)、勘(kan)界定(ding)標,形(xing)成生(sheng)(sheng)態保(bao)(bao)護紅(hong)線全(quan)國(guo)“一張圖(tu)”,實現一條紅(hong)線管控重要(yao)生(sheng)(sheng)態空間。制定(ding)實施生(sheng)(sheng)態保(bao)(bao)護紅(hong)線管理辦法、保(bao)(bao)護修復(fu)方案,建(jian)設(she)國(guo)家生(sheng)(sheng)態保(bao)(bao)護紅(hong)線監管平臺,開(kai)展(zhan)生(sheng)(sheng)態保(bao)(bao)護紅(hong)線監測預警與(yu)評估考核。
(二(er))堅決(jue)查處生態破壞行為。2018年年底前,縣(xian)級及以上地方政府全面(mian)排(pai)查違(wei)法違(wei)規擠占生態空間、破壞自然(ran)(ran)遺跡等行為,制(zhi)定治理和(he)(he)修復計(ji)劃并向社(she)會公開(kai)(kai)(kai)。開(kai)(kai)(kai)展病(bing)危險(xian)尾礦庫(ku)和(he)(he)“頭頂庫(ku)”專項整治。持續開(kai)(kai)(kai)展“綠盾”自然(ran)(ran)保護區監督(du)檢查專項行動,嚴肅查處各類(lei)違(wei)法違(wei)規行為,限期進行整治修復。

十、改革完善生態環境治理體系
深化生(sheng)態環(huan)境保(bao)護(hu)管理(li)(li)體制改革(ge),完(wan)善生(sheng)態環(huan)境管理(li)(li)制度,加(jia)快構(gou)建生(sheng)態環(huan)境治理(li)(li)體系,健(jian)全(quan)保(bao)障舉措(cuo),增強(qiang)系統性和完(wan)整(zheng)性,大幅(fu)提升治理(li)(li)能(neng)力(li)。

(四)強化(hua)生態(tai)(tai)環(huan)(huan)境(jing)(jing)(jing)(jing)保護(hu)(hu)能(neng)力保障(zhang)體(ti)系。增強科技(ji)支撐,開展大(da)氣污染(ran)(ran)成因與治(zhi)(zhi)理(li)、水體(ti)污染(ran)(ran)控制(zhi)(zhi)與治(zhi)(zhi)理(li)、土壤污染(ran)(ran)防治(zhi)(zhi)等(deng)重點領域(yu)科技(ji)攻關,實(shi)施(shi)京津冀環(huan)(huan)境(jing)(jing)(jing)(jing)綜(zong)合治(zhi)(zhi)理(li)重大(da)項目,推(tui)進區域(yu)性、流域(yu)性生態(tai)(tai)環(huan)(huan)境(jing)(jing)(jing)(jing)問題研(yan)究。完成第二次全(quan)(quan)國(guo)(guo)污染(ran)(ran)源普查。開展大(da)數(shu)據(ju)應(ying)(ying)(ying)(ying)用和(he)(he)(he)環(huan)(huan)境(jing)(jing)(jing)(jing)承載力監測預警(jing)。開展重點區域(yu)、流域(yu)、行業(ye)環(huan)(huan)境(jing)(jing)(jing)(jing)與健(jian)康調查,建(jian)立(li)風(feng)險監測網(wang)絡及風(feng)險評估體(ti)系。健(jian)全(quan)(quan)跨(kua)部(bu)門、跨(kua)區域(yu)環(huan)(huan)境(jing)(jing)(jing)(jing)應(ying)(ying)(ying)(ying)急(ji)協調聯動機制(zhi)(zhi),建(jian)立(li)全(quan)(quan)國(guo)(guo)統一(yi)的(de)環(huan)(huan)境(jing)(jing)(jing)(jing)應(ying)(ying)(ying)(ying)急(ji)預案電(dian)子備(bei)案系統。國(guo)(guo)家建(jian)立(li)環(huan)(huan)境(jing)(jing)(jing)(jing)應(ying)(ying)(ying)(ying)急(ji)物(wu)(wu)資(zi)儲備(bei)信息庫,省(sheng)、市級(ji)政(zheng)府(fu)建(jian)設環(huan)(huan)境(jing)(jing)(jing)(jing)應(ying)(ying)(ying)(ying)急(ji)物(wu)(wu)資(zi)儲備(bei)庫,企業(ye)環(huan)(huan)境(jing)(jing)(jing)(jing)應(ying)(ying)(ying)(ying)急(ji)裝備(bei)和(he)(he)(he)儲備(bei)物(wu)(wu)資(zi)應(ying)(ying)(ying)(ying)納(na)入(ru)儲備(bei)體(ti)系。落(luo)實(shi)全(quan)(quan)面從嚴治(zhi)(zhi)黨要求(qiu),建(jian)設規范(fan)化(hua)、標(biao)準化(hua)、專業(ye)化(hua)的(de)生態(tai)(tai)環(huan)(huan)境(jing)(jing)(jing)(jing)保護(hu)(hu)人才隊伍,打(da)造政(zheng)治(zhi)(zhi)強、本領高、作(zuo)風(feng)硬、敢(gan)擔當,特別(bie)能(neng)吃苦、特別(bie)能(neng)戰斗、特別(bie)能(neng)奉獻的(de)生態(tai)(tai)環(huan)(huan)境(jing)(jing)(jing)(jing)保護(hu)(hu)鐵軍。按省(sheng)、市、縣、鄉不同層級(ji)工作(zuo)職責(ze)配備(bei)相(xiang)應(ying)(ying)(ying)(ying)工作(zuo)力量,保障(zhang)履職需要,確保同生態(tai)(tai)環(huan)(huan)境(jing)(jing)(jing)(jing)保護(hu)(hu)任務相(xiang)匹配。加強國(guo)(guo)際交(jiao)流和(he)(he)(he)履約(yue)能(neng)力建(jian)設,推(tui)進生態(tai)(tai)環(huan)(huan)境(jing)(jing)(jing)(jing)保護(hu)(hu)國(guo)(guo)際技(ji)術交(jiao)流和(he)(he)(he)務實(shi)合作(zuo),支撐核安全(quan)(quan)和(he)(he)(he)核電(dian)共同走出去,積極(ji)推(tui)動落(luo)實(shi)2030年(nian)可持續發展議程和(he)(he)(he)綠(lv)色“一(yi)帶一(yi)路”建(jian)設。
(五)構(gou)建(jian)生(sheng)(sheng)態(tai)(tai)(tai)環(huan)(huan)(huan)(huan)(huan)境(jing)(jing)保(bao)(bao)護(hu)社(she)會行動體(ti)(ti)(ti)系(xi)。把生(sheng)(sheng)態(tai)(tai)(tai)環(huan)(huan)(huan)(huan)(huan)境(jing)(jing)保(bao)(bao)護(hu)納(na)入(ru)國民教(jiao)育(yu)體(ti)(ti)(ti)系(xi)和黨政(zheng)(zheng)領導(dao)干部培(pei)訓(xun)體(ti)(ti)(ti)系(xi),推進國家及(ji)各地(di)生(sheng)(sheng)態(tai)(tai)(tai)環(huan)(huan)(huan)(huan)(huan)境(jing)(jing)教(jiao)育(yu)設(she)施(shi)(shi)和場(chang)所建(jian)設(she),培(pei)育(yu)普及(ji)生(sheng)(sheng)態(tai)(tai)(tai)文化。公(gong)(gong)(gong)(gong)共機構(gou)尤其是黨政(zheng)(zheng)機關(guan)帶頭使用節能環(huan)(huan)(huan)(huan)(huan)保(bao)(bao)產品,推行綠色辦公(gong)(gong)(gong)(gong),創建(jian)節約型(xing)機關(guan)。健(jian)全生(sheng)(sheng)態(tai)(tai)(tai)環(huan)(huan)(huan)(huan)(huan)境(jing)(jing)新聞發布機制(zhi),充分發揮各類媒體(ti)(ti)(ti)作(zuo)用。省(sheng)、市兩級(ji)要(yao)依(yi)托(tuo)黨報(bao)、電(dian)視臺(tai)、政(zheng)(zheng)府網(wang)站,曝光突出環(huan)(huan)(huan)(huan)(huan)境(jing)(jing)問(wen)題,報(bao)道整改進展(zhan)情況(kuang)。建(jian)立(li)政(zheng)(zheng)府、企(qi)業環(huan)(huan)(huan)(huan)(huan)境(jing)(jing)社(she)會風(feng)險(xian)預防與(yu)化解機制(zhi)。完善環(huan)(huan)(huan)(huan)(huan)境(jing)(jing)信息(xi)(xi)(xi)公(gong)(gong)(gong)(gong)開(kai)制(zhi)度,加(jia)強重(zhong)特大突發環(huan)(huan)(huan)(huan)(huan)境(jing)(jing)事件信息(xi)(xi)(xi)公(gong)(gong)(gong)(gong)開(kai),對涉及(ji)群(qun)眾切(qie)身利(li)益(yi)(yi)的重(zhong)大項目及(ji)時主(zhu)動公(gong)(gong)(gong)(gong)開(kai)。2020年年底前(qian),地(di)級(ji)及(ji)以(yi)上城(cheng)(cheng)市符合(he)條件的環(huan)(huan)(huan)(huan)(huan)保(bao)(bao)設(she)施(shi)(shi)和城(cheng)(cheng)市污(wu)水(shui)垃圾處(chu)理設(she)施(shi)(shi)向社(she)會開(kai)放,接(jie)受公(gong)(gong)(gong)(gong)眾參觀。強化排污(wu)者(zhe)主(zhu)體(ti)(ti)(ti)責任(ren),企(qi)業應嚴格守法(fa)(fa),規(gui)范(fan)自(zi)身環(huan)(huan)(huan)(huan)(huan)境(jing)(jing)行為,落實資金投入(ru)、物資保(bao)(bao)障、生(sheng)(sheng)態(tai)(tai)(tai)環(huan)(huan)(huan)(huan)(huan)境(jing)(jing)保(bao)(bao)護(hu)措施(shi)(shi)和應急(ji)處(chu)置主(zhu)體(ti)(ti)(ti)責任(ren)。實施(shi)(shi)工業污(wu)染源全面達標排放計(ji)劃(hua)。2018年年底前(qian),重(zhong)點排污(wu)單(dan)位(wei)全部安裝自(zi)動在(zai)線(xian)監控設(she)備并同生(sheng)(sheng)態(tai)(tai)(tai)環(huan)(huan)(huan)(huan)(huan)境(jing)(jing)主(zhu)管部門聯網(wang),依(yi)法(fa)(fa)公(gong)(gong)(gong)(gong)開(kai)排污(wu)信息(xi)(xi)(xi)。到2020年,實現長江(jiang)經濟帶入(ru)河排污(wu)口監測全覆蓋,并將監測數據納(na)入(ru)長江(jiang)經濟帶綜合(he)信息(xi)(xi)(xi)平臺(tai)。推動環(huan)(huan)(huan)(huan)(huan)保(bao)(bao)社(she)會組織和志愿者(zhe)隊伍規(gui)范(fan)健(jian)康發展(zhan),引導(dao)環(huan)(huan)(huan)(huan)(huan)保(bao)(bao)社(she)會組織依(yi)法(fa)(fa)開(kai)展(zhan)生(sheng)(sheng)態(tai)(tai)(tai)環(huan)(huan)(huan)(huan)(huan)境(jing)(jing)保(bao)(bao)護(hu)公(gong)(gong)(gong)(gong)益(yi)(yi)訴訟等活(huo)動。按照國家有(you)關(guan)規(gui)定表(biao)彰對保(bao)(bao)護(hu)和改善生(sheng)(sheng)態(tai)(tai)(tai)環(huan)(huan)(huan)(huan)(huan)境(jing)(jing)有(you)顯著成績的單(dan)位(wei)和個(ge)人。完善公(gong)(gong)(gong)(gong)眾監督、舉(ju)報(bao)反(fan)饋機制(zhi),保(bao)(bao)護(hu)舉(ju)報(bao)人的合(he)法(fa)(fa)權益(yi)(yi),鼓勵設(she)立(li)有(you)獎舉(ju)報(bao)基金。
